JOB SUMMARY:

The Arizona Department of Economic Security (DES) is seeking an individual with strong networking experience that will be responsible for design, configuration, installation, maintenance and support of the network infrastructure. This position performs a variety of evaluation, maintenance, installation, and training tasks to ensure computer network functionality and performance levels to meet business requirements and user satisfaction. This position provides direction, information, and recommendations regarding network expansions, configurations and installations and is responsible for providing network design guidance to application development teams. This position manages data LAN and WAN networks, typically performs a variety of design, evaluation, implementation, and training tasks to enable applications and users to maximize productivity.  This is a hands-on firewall position with day-to-day firewall work required.

JOB DUTIES: 

-        Tracks the status of Information Security exposures and works with Information Technology and other stakeholders to re-mediate them.

-        Designs, documents and implements LAN/WAN and Wireless networks. Design networks and network expansions around volume and capacity demands while considering scalability, security and stability.

-        Provide support and direction, as it relates to the network architecture and functions, to software development teams to enable them to successfully deploy their solutions.

-        Ensure network devices are configured to defined standards by evaluating a wide range of data, including logs, NetFlow data, centralized syslog, authentication logs, and others to detect security incidents. Take timely action as appropriate: block problem traffic, send alerts and/or investigate when suspicious activity is detected.

-        Supports the implementation of new Information Technology and Application Development capabilities by participating in product evaluations, rollout plans, and system testing.

-        Plans and implements network security, including firewall systems (Cisco and Palo Alto), VPN systems, and remote access solutions.

-        Management of all technical security equipment, including Cisco and Palo Alto firewall, Cisco Defense Center - IDS/IPS devices.

 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

-        Security/Networking related technology certifications

-        Advanced knowledge of Palo Alto Networks firewalls, Cisco Firewalls, WAN technologies

-        Advanced knowledge of packet capture and packet analysis techniques and technologies

-        Knowledge of Mobile Device Management (MDM) and EMM solutions and management

-        Knowledge of change management, project management and process improvement principles

-        Working knowledge designing secure networks, systems and application architectures

-        Working knowledge planning, researching and developing security policies, standards and procedures

-        Knowledge of Splunk, ELK or similar platforms with a focus on security and correlation rule configuration

-        Working knowledge in many of the following protocols and technologies: 802.2/3, 802.1d, VLANs/STP, VTP, 802.1Q, IPv4, IPv6, TCP (internals & flow control), MPLS, BGP, OSPF, HSRP/GLBP, PIMv2, IGMP, LDP, TACACS, IPSEC & VPNs, Netflow, DNS, DHCP, HTTP, Multicast

 Skill in:

-        Skilled in programming languages, including Java, C++, or C# as well as scripting languages such Perl, Python or PowerShell, preferred for automation purposes

-        Skilled in facilitating and conducting structured analysis and requirements gathering

-        Skilled in identifying and defining problems; determine probable causes; suggest solutions

-        Skilled in log analysis and diagramming

-        Excellent written and verbal communications skills

Ability to:

-        Ability to read and use the results of mobile code, malicious code, and anti-virus software

-        Ability to present technical and security concepts to non-technical audiences.

-        Ability to foster and maintain relationships with key stakeholders and IT Operations peers

-        Ability to work effectively in a team-oriented environment, both independently and collaboratively

-        Ability to educate customers and partners on the modern network security landscape

-        Ability to convey risk to all levels of the business, from C-level executives to operations and development teams

-        Ability to communicate with management, peers and business partners

-        Ability to follow detailed procedures and ensure accuracy in documentation and data

 

SELECTIVE PREFERENCE(S):

-        Bachelor's degree plus 8 years of extensive experience in information security systems engineering (or equivalent experience)

-        Experience Networking in a Cloud environment

-        7 plus years of experience in a large networking environment showing progressive job responsibilities.

-        3 plus years of Cybersecurity tools experience relating to Firewalls, Network Monitoring, IPS/IDS, Email Monitoring, Data Loss prevention, etc.

-        Two of the following professional certifications or equivalent: CCIE, CISSP, PCSNE, PSE, CCNA.

PRE-EMPLOYMENT REQUIREMENTS: 

-        Applicants for this position will be required to apply for and show proof of receipt of a valid Arizona Fingerprint Clearance Card that meets DES requirements for a Level One card.

 

-        Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.

 

-        Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

 

-        Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
