Under the direction of the Division Employee Relations Manager, the Employee Relations Specialist will act as a lead, to include – researching and evaluating complex and sensitive employee relations (ER) issues, providing technical guidance to all levels of management and employees on employee relations issues and formulating a course of corrective action. The incumbent will conduct investigations and promote consistency in management’s use of the progressive discipline process.  


-          Conducts ER-related investigations and/or inquiries; interviews employees at all levels throughout the state; conducts research relative to the issue; prepares reports, official responses and other documents including, Notice of Charges, disciplinary letters and Performance Improvement Plans.

-          Acts as a lead, providing technical assistance and advice to division management, employees and the public regarding laws, ADOA rules and regulations, federal and state regulations and DES policies and procedures.

-          Confers with the Attorney General’s office as needed when responding to complex legal issues.

-          Provides information to management and/or employees about state employee benefits, including health insurance, medical leave and the Employee Assistance Plan. Processes and reconciles I-9 entries; reviews FMLA medical leave documentation and requests for reasonable accommodations.

-          Works directly (or independently) with Classification and Compensation to update position descriptions, classification action requests and salary justifications.

-          Drafts Division responses to EEOC charges for the Assistant Director’s review and signature; investigates and responds to complaints issued by the Director’s office of Equal Opportunity; represents the Division at Personnel Board Hearings and attends other department level meetings as directed.



Knowledge of:

-          Human Resources and the principles and practices of leadership and management.

-          DES organizational structure.

-          Administrative investigative techniques, interviewing techniques and report writing/formatting.

-          Federal and state employment laws, rules and regulations.

-          Human Resource Information Systems and other related software.

-          State of Arizona Personnel Rules, the American with Disabilities Act (ADA), and the Health Insurance Portability and Accountability Act (HIPPA).

Skill in:

-          Leadership, interpersonal relations and establishing and maintaining effective working relationships with a diverse group of staff and various levels of management.

-          Effective verbal and written communication skills to include public speaking.

-          Conducting research; compiling data into concise reports and training.

-          Demonstrated proficiency in standard office applications to include Microsoft Word, Excel, PowerPoint and Outlook.


Ability to:

-          Maintain confidentiality while working in a fast-paced environment with shifting priorities.

-          Manage a diverse range of administrative functions; develop effective operating procedures and problem-solve various issues.

-          Exercise independent judgement and coordinate activities across multiple assignments.

-          Maintain effective working relationships while responding to all customers with diplomacy and tact.

-          Research and interpret applicable policies, procedures, rules and state/federal laws that impact personnel management.


-          Three (3) years of responsible employee relations experience; or a Bachelor’s degree in a field appropriate to the assignment from an accredited college or university and 2 years of responsible employee relations experience.


-          Driving Requirement: In-state travel is required; requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training.  Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

-          May require possession of a valid, unrestricted Level 1 Fingerprint Clearance Card.

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees.

-          Successfully pass background and reference checks; employment is contingent upon completion of the above mentioned process and the agency’s ability to reasonably accommodate any restrictions.
