Job Description


The Arizona Attorney General’s Office State Government Division, Tax Section, is seeking an Assistant Attorney General.  The attorney will concentrate primarily on litigation in the area of “centrally-valued” property valuation and taxation.  Centrally-valued or “CVP” properties are properties valued annually by the Arizona Department of Revenue, and include railroads, pipelines, electrical generation and distribution facilities, airlines, and telecommunications companies.  In addition to litigation, the attorney will advise the Department’s CVP Division on valuation and taxation matters relating to the valuation and taxation of CVP properties under A.R.S. Title 42, and defending the Department’s positions at the State Board of Equalization.

Because many issues involve statutory interpretation and unique appraisal theories, a healthy percentage of cases go up on appeal.  The attorney needs excellent writing skills to brief complicated and esoteric issues, skill in discovery, motion and trial practice, and appellate briefing and argument.  Additionally, the attorney may be assigned cases involving transaction privilege taxes, cases outside the primary practice area, and may be required to participation in office-wide committees or task forces as business needs dictate.



·         Travel is required for this position. A valid Arizona Driver’s License is required, along with consent to have your driving record run periodically.

·         Admission to, and good standing with, the Arizona State Bar is required (include on resume the date(s) of admission in Arizona and any other states). Candidate must have an active Arizona State Bar license.

·         Attorney applicants are required to submit a writing sample with their resume/application profile. Writing Sample Guidelines:

Ø  The writing sample should contain an analysis of some substantive legal issue and provide insight concerning your ability to think and to explain and advocate for a particular position.


Knowledge needed:

·         Knowledge and understanding of applicable statutes, case law and court rules.

·         Knowledge of administrative rules and regulations.

·         Knowledge of Arizona rules of civil procedure.

·         Knowledge of the general principles of administrative law, contracts, and tax law.

·         Knowledge of ethical standards applicable to lawyers and public employees.

·         Knowledge and experience in civil litigation, including pre-trial and trial practice

Skills needed:

·         Skill in discovery, motion and trial practice; and appellate briefing and argument.

·         Skill in persuasive oral and written communication pertaining to case presentation through various stages of representation, including litigation through trial and appeal, if required.

·         Skill in interpersonal relations necessary for effective team work, cooperation and conflict resolution.

Abilities needed:

·         Ability to recognize legal issues presented by specific factual situations and to perform necessary legal research and analysis related to those issues.

·         Ability to brief complicated and esoteric issues.

·         Ability to exhibit good judgment in evaluating and analyzing diverse legal issues.

·         Ability to display courteous and professional behavior and work collaboratively with colleagues and Department of Revenue staff.

·         Ability to articulate legal arguments, assess evidence, and communicate information to client.

·         Ability to effectively use skills of support staff.

·         Ability to appropriately apply professional ethical rules in daily practice.



·         Litigation experience at both the trial and the appellate levels. 

·         Property valuation/taxation experience is a plus, as is experience working with and cross-examining expert witnesses. 

·         Candidates with a keen intellect and the desire to learn the practice area will be considered.
