The Financial Business Analyst will help lead the Agency and State with a LEAN accounting transformation to reduce waste and drive results in order to benefit Arizona citizens and Arizona’s environment. The Financial Business Analyst will drive change by developing tools to find and solve problems while eliminating waste to optimize the use of $150M annualized budget. The Financial Business Analyst is responsible for database systems administrations, data integrity and reporting between two ADEQ user developed applications (Position Control and MyBudget), and the statewide administrative systems; AFIS and HRIS; and one ADEQ Core system.

 

Primary Responsibilities:

·        Supports the organizations key business processes and applications

·        Recommends business process redesign by developing and maintaining MS Access/Excel/Visio UDA’s position control, MyBudget and organizational Charting

·        Maintains data integrity between various ADEQ Business/Budget/Financial UDA’s and Statewide Business/Budget/Financial Systems; Coordinates data integrity of business/budget Administration data by membership on the ADEQ Business Intelligence Team and ADEQ’s Performance Management Data Framework initiative

·        Updates DEQ’s person/personnel/payroll, labor cost systems with data entry into Position Control, AFIS, HRIS and Azurite; Prepares and loads detailed expenditure, position classification and FTE information

·        Develops and delivers numerous financial, budget to actual, revenues/expense forecasting, staffing, organizational, and ad-hoc reports (created through multi user data entry and system data extracts)

·        Applies LEAN principles as they relate to financial organizational and personnel management activities in ADEQ.  Participates in process improvement teams, discussions and implementation

IDEAL CANDIDATE

Ideal candidate will possess:

·        Bachelor’s degree in finance, business, accounting, business analytics, computer science, or project management

·        5 years of experience in Business Analysis, Financial Information Systems, Management Information Systems

·        General knowledge of methodologies and techniques for systems analysis and design, business process modeling, business analytics, requirements gathering, quality assurance, and software development

·        Familiarity with Business Analysis Body of Knowledge (BABOK) and computer science background

·        Considerable knowledge of programming, data architecture and DBMS using MS Access, SQL and Visual Basic, and Excel. Strong skills in customer service, mathematics and arithmetic

·        Knowledge of or the ability to learn HRIS and AFIS DBMS's; State and ADEQ business policies and guidelines, and strategic goals and initiatives; of State budgeting and accounting policies and processes.

·        Basic analytical skills to evaluate information gathered from multiple sources, consolidate details and extract to functional requirements.

 

SALARY

Annual salary starts at $70,000 and can increase based on education and years of experience.
