The Department of Economic Security, Office of Procurement, is seeking an experienced and highly motivated individual to join our team as Senior Procurement Specialist.  The Senior Procurement Specialist is engaged in complex work, exercising considerable independence and discretionary judgment to establish effective, efficient, economical, and legal contract management and acquisitions for DES.

Knowledge, Skills and Abilities:

-          Substantial knowledge of public contracts management and acquisition process, and extraordinarily complex and technical commodities and services. 

-          Thorough knowledge of Arizona Procurement Code and DES and State contract management and acquisition process.

-          Knowledge of the Uniform Commercial Code and Federal antitrust laws, marketplace and available community resources, marketing practices and principles, and partnering concepts.

-          Understanding of State government organization and reporting structure, including DES organizational structure.

-          Familiarity with business law related to contract formation and administration.

-          Understanding of professional ethics and confidentiality in the fulfillment of procurement services.

-          Skill in project management, negotiation strategies, and techniques of dispute mediation, facilitation, and partnering.

-          Skill in research and value analysis.

-          Skill in communications, customer service, team building, and problem solving.

-          Ability to perform statistical and abstract analyses.

-          Ability to efficiently plan, organize, coordinate, and prioritize activities.

Licenses and Certifications:

-          This position may be required to drive on state business and will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12).

Qualifications:

-          Minimum two years of experience equivalent to a Procurement Specialist.  A Bachelor’s Degree in Business, Procurement, or related field.  Professional certification, such as CPPO, CPPB, or CPM from a professional procurement organization. 

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees.

-          Successfully pass background and reference checks.  Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
