JOB SUMMARY:

The Department of Administration is seeking a Construction Analyst, Statewide for the General Services Division (GSD).  The Construction Analyst, Statewide assist management by strategically procuring the services needed based on current spending and requirements, supply challenges, and marketplace conditions.  This position evaluates vendors based on factors such as prices, quality, availability, reliability and technical support.  The candidate works with various GSD units to identify current and future needs based on strategic goals/objectives and will employ a suite of lean tools to ensure activities align with business strategies. This position will also assist the Division in the creation and management of non-procurement contracts including, but not limited to leases, land-use agreements, Intergovernmental Agreements (IGA’s)and Interagency Service Agreements (ISA’s).  The focus of this position is on achieving results which are aligned with the larger picture of the organization and its strategic goals.  Initiative, coupled with a sense of competitive drive, and the ability to stay focused on results despite changing conditions is the key to achieving the performance objectives of this job.  Because environmental and organizational conditions change rapidly, the work involves innovation and creativity in generating ideas for quick response.  Decision making is focused on implementing practical, timely solutions.  The candidate can act independently with a sense of urgency and confidence to handle a variety of challenges, a full commitment to the success of the business and high standards of achievement are expected in this position.

JOB DUTIES: 

-          Develops contractual terms and conditions; oversees bid proposals and actively negotiates contractual agreements with suppliers; prepares award documents for signature; conducts post award and contract administration activities such as post-award meetings; renewing/extending contracts, requesting and reviewing certificates of insurance; and resolving contractual issues; conducts research and analysis to prepare written determinations and justifications to comply with the Arizona Procurement Code; interprets the procurement code statues, and agency policy and procedures; confers with all GSD departments.

-          Develops specific sourcing strategies along with internal stakeholders; develops and maintains reports on, and provided recommendations regarding industry and market trends; develops technical data, statements of work, delivery schedules, milestone payments, terms and conditions, offset requirements, and other contractual elements into cohesive proposals; develops communications with internal customers to ensure supply contracts support business strategies.

-          Supports GSD departments (PCS, Physical Security, FOAM, Finance and Administration, Fleet, Surplus) in any day to day operational requests.

-          Assists in the developing Procurement policies, procedures, and guidelines for use within GSD departments and externally with contractors to optimize the managements of construction contracts while ensuring overall compliance with the State Procurement Office.

-          Manages and oversees multiple construction contracts; assists GSD staff in negotiating various contract proposals, drafts and reviews requests for proposal (RFP), develops and drafts scopes of work for various services or materials.  Serves as primary point of contact between the State and vendors for contractual matters on assigned contracts and projects; establishes and manages professional relationships with vendors and internal stakeholders.

-          Conducts supplier performance monitoring/reporting; works with internal stakeholders and customers to develop, monitor, report and hold suppliers accountable for performance measures; ensures appropriate reviews are conducted and reported in accordance with contractual agreements; other duties as assigned.

-          Creates, oversees and maintains private sector leases for the ADOA building system.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

-          Construction Methods and Practices

-          State and federal statutes and rules related to government procurement activities and contract administration

-          Best practices to determine appropriate sourcing strategies/methods

-          Effective negotiation and relationship management techniques

-          Supply chain, logistics, and resource management

-          General accounting practices as they relate to contracts and vendors

-          Sources of supply, local and national markets, and pricing trends

-          Real Estate background including creating new leases, renewals, amendments, etc.

Skill in:

-          Developing scopes of work

-          Managing multiple projects simultaneously

-          Developing and implementing various sourcing strategies

-          Interpreting applicable laws, rules, policies and procedures

-          Conducting data analysis to produce effective and accountable contracts

-          Negotiating contractual terms and conditions

-          Developing effective monitoring and reporting tools to ensure contractual terms are adhered to

-          Real Estate

Ability to:

-          Occasionally travel to job sites to hold pre-bid conferences or evaluate project vendor performance

-          Effectively communicate with a wide variety of individuals

-          Work independently as well as work as a contributing team member

-          Manage multiple projects/priorities simultaneously

-          Adapt to changing priorities

SELECTIVE PREFERENCE(S):

-          Bachelor’s Degree in either Supply Chain, Construction, Purchasing, Engineering or 5 years of Procurement experience in the field of Constructions /Facilities or Real Estate in lieu of a degree.
