The Department of Economic Security, Division of Employment & Rehabilitation Services is seeking an experienced and highly motivated individual to join our team as a Workforce Policy Specialist. This position is responsible for drafting, modifying and reviewing of policy and procedure for the various workforce programs. This Workforce Specialist will research federal and state law to identify best practices. The specialist will serve as the subject matter expert and resource for program staff, and may serve the public as Client Advocate and as the Division Tribal Relations Liaison.

Job Duties:

-          Analyze and interpret federal and state laws governing various Workforce Employment and Training programs.

-          Provide technical assistant and develop comprehensive policy and user guides for program staff.

-          Develop, redesign and revise programmatic forms, pamphlets and brochures.

-          Review legislation to identify impact on programs, then provide recommendations

-          Participate in special projects related to program policies and procedures based on legislative or political changes

-          Participate in work groups, committees and conference related to programs within administration

-          Address client advocacy concerns

Knowledge, Skills and Abilities:

-          Creative problem solving and decision making skills

-          Excellent oral and written communication skills

-          Working knowledge of policy development

-          Working knowledge of federal and state laws, statutes, regulations and rules related to state and federal Workforce programs

-          High level of comfort with preparing and presenting oral and written presentations

-          Skilled in interpersonal relations to interact with legislative staff, program staff, community representatives, service providers and public clientele, as well as citizen advocacy groups

-          Able to translate laws and regulation into plain language to communicate with program staff

 

Qualifications:

-          The ideal candidate will have at least three years of programmatic experience in any of the Workforce programs.

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees

-          Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
