JOB DESCRIPTION:

The Arizona Department of Education (ADE) ESS Section is seeking an ESS Vouchers Program Specialist. 

BRIEF JOB DESCRIPTION:  

  • Process and communicate with Public Education Agencies (PEAs), Residential Treatment Centers (RTC), and Arizona School for the Deaf and Blind to process vouchers when students are being placed by state placing agencies for educational vouchers.
  • Reconcile payments between RTCs and ADE to ensure monies are accounted for accurately and paid only upon appropriate placement documentation being completed.
  • Provide training and technical assistance to internal and external stakeholders regarding appropriate documentation for educational vouchers, Individual Education Plans (IEPs) related to special education vouchers, and Multidisciplinary Evaluation Teams (METs), as it relates to the placement process from state placing agencies.
  • In-state travel is required for this position.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs):

KNOWLEDGE REQUIRED:

  • Student placement into facilities based on behavioral factors
  • Arizona State Statutes and laws under Title 15
  • Record reconciliation between systems to determine a final result
  • Understanding of special education processes and required documentation

SKILLS REQUIRED:

  • Project and task management
  • Accounting, procurement, and budgeting
  • Public speaking and training development
  • Analysis and problem solving
  • Interpersonal relationships
  • Organization
  • Basic skill in using Microsoft Outlook, Word, Excel, and Internet Explorer

SPECIAL SELECTION FACTOR(S):

Preference will be given to those applicants with:

  • An Associate’s degree in finance or a related field or equivalent experience.
  • Experience working in education, fiscal, or funding environments.

  • Position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).
