JOB DESCRIPTION:

The Arizona Department of Education (ADE) Empowerment Scholarship Account (ESA) Unit is seeking an ESA Program Manager.   

BRIEF JOB DESCRIPTION:   

  • This position is responsible for assisting the ESA Director with the supervision of ESA Specialists daily workload to ensure productivity levels are maintained and policies and procedures are being followed
  • Assist with the approval of applications and expense reports, daily assignment of tickets, processing account closures, initiating funding and bank card requests
  • Monitoring calls for quality control purposes to ensure high levels of accuracy and customer satisfaction, which will assist in identifying opportunities to coach specialists
  • General management of staff for leave requests, responsibilities, and training
  • Reviewing allowable and dis-allowable purchases with program funds from applicant questions
  • Reporting of staff workload via phone system and ticketing reports
  • As a supervisor, this position will have duties including, but not limited to: oversee and direct daily work activities; conduct regular one-on-one meetings; provide coaching, mentoring and discipline as necessary; administer performance evaluations; manage schedules and leave requests; hire and train staff.
  • In-state travel required for this position.

 

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs):

KNOWLEDGE REQUIRED:

  • Local, state, and federal laws, rules, regulations, policies, and procedures relating to the Education and/or Special Education Field
  • General knowledge of ESA statutes
  • Effective program management practices
  • Methods and practices for the effective supervision of professional staff
  • Position requires supervisory experience (graduates of ADE’s Aspiring Leaders program may be considered in lieu of supervisory experience).
  • A Bachelor’s degree in Public Administration, Business Administration, Education, Political Science, Government and Policy, or a related field is required

SKILLS REQUIRED:

  • Interpersonal skills to effectively interact with supervisors, peers, and customers
  • Conflict resolution and problem solving
  • Organizational and time management
  • Research and analysis techniques
  • Excellent oral and written communication
  • Basic skill in using Microsoft Outlook, Word, Excel, PowerPoint and Internet Explorer.

  • Analyzing records, reports, operating practices, and documentation
  • Provide feedback and recommendations on best practices for program improvements

  • Interpret statutes, rules, policies and procedures
  • Effectively supervise and lead staff

  • Preference will be given to those applicants who are bilingual in Spanish.
