JOB SUMMARY:

As an integral part of the Sate Procurement Office (SPO, the Statewide Procurement Manager   serves as a strategic business partner in developing and implementing key sourcing solicitations aligned to SPO strategies for the procurement of goods and services for multiple agencies in Arizona State Service. Strategic contracts assigned to this role typically average >$5M/yr each and are used by approximately 120 State agencies, boards and commissions as well as more than 550 Arizona cooperative members. This positions focus will be supporting engagement with small agencies, boards and commissions surrounding delegation, contract requirements and aligning business needs.

JOB DUTIES: 

-          Initiates and leads various cross-SPO strategic initiatives and improvements. Participates in organizational "visioning" and establishing and driving the roadmap of activities to achieve that Vision. Actively participates in doing the steps / actions / continuous improvement efforts along the way. Aggressively benchmarks AZ procurement policies and procedures with those of other public entities (including other states, cities, towns and counties, schools) and private BKM's and organizational models.

-          Effectively partner with other SPO staff, ADOA division partners, and partners / customers of other agencies that use statewide contracts and/or need SPO help and/or receive SPO delegated authority to purchase or engage in contracts. Positively display and represent “the SPO brand” and the broad SPO organization and individuals.

-          Develops contractual terms and conditions; oversees bid proposals and actively negotiates contractual agreements with suppliers; prepares award documents for signature; conducts post award and contract administration activities such as post-award meetings, renewing/ extending contracts, requesting and reviewing certificates of insurance, and resolving contractual issues; conducts research and analysis to prepare written determinations and justifications to comply with the Arizona Procurement Code; and, interprets the procurement code, statutes, and agency policy and procedures.

-          Conducts expenditure analyses, requirements assessments, and business case development; works with subject matter experts to gather and assess business requirements; makes recommendations to internal stakeholders based on analysis conducted, with attention to the financial and business risk of each proposal.

-          Leads, manages and develops one or more individuals to achieve success in the core responsibility of the group. Mentoring and leadership is emphasized with focus on developing not only specific skills, but also, professional behaviors both within his/her direct staff and the broader organization.

-          Conducts supplier performance monitoring/reporting; works with internal stakeholders and customers to develop, monitor, report and hold suppliers accountable for performance measures; ensures appropriate reviews are conducted and reported in accordance with contractual agreements.

 

 

SELECTIVE PREFERENCE(S):

A BS/BA degree in Supply Chain, Business Management, Accounting, or Finance from an accredited college or university and 7 years of professional experience..

PRE-EMPLOYMENT REQUIREMENTS: 

Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment. Employees who drive on state business are subject to driver license record checks, required to maintain acceptable driving records and complete any required driver training (see Arizona Administrative Code R2-10-207.12).
