The Department of Economic Security, Division of Child Support Services (DCSS) is seeking an experienced and highly motivated individual to join our team as a Policy Writer (Human Service Program Development Specialist). This position is responsible for assisting the agency in ensuring compliance with federal and state law and programmatic policies at the federal level, and with communicating these to staff and other agencies who inquire. This position is responsible for seeking out opportunities for improvement and must produce usable written materials that result in continuous improvement for the agency. The Policy Writer must ensure excellent customer service through complete and accurate responses to policy questions and timely work. 

The Policy Writer position requires the production of written, usable materials such as:

-          Technical documents and forms that comply with policy and the law

-          Policy

-          Procedures

-          Standard Work

-          Emails

-          Notifications to staff regarding updated policy and procedures

-          Responses to inquiries

Knowledge, Skills and Abilities:

Knowledge of:

-          The structure and content of the English language, rules of composition, grammar, communication (written and oral), as well as dissemination techniques and methods.

-          Communicating effectively with diverse audiences.

-          Business and management principles involved in strategic planning, resource allocation, leadership, production methods, and coordination of people and resources.

-          Active listening and identifying strengths, weaknesses, and opportunities in approaching problem resolution.

-          The basic structure of a federal program operated at the state level.

-          An in-depth understanding of agency policy and the law.

Skill in:

-          Computer software for business applications and Microsoft Office Suite.

-          Managing workflow and competing priorities, as well as setting and meeting deadlines.

-          Researching, organizing and retaining large volumes of information about complex programs.

-          Interpersonal relationships, group dynamics and facilitation.

-          Oral and written communication.

Ability to:

-          Learn state and federal guidelines, policies, and procedures for child support enforcement.

-          Analyze and present complex material in a simplified oral or written form.

-          Manage high workload and competing priorities, as well and meet deadlines, in a fast-paced, constantly changing environment.

-          Establish and maintain effective working relationships with staff members and executive leadership, while maintaining a high level of diplomacy, confidentiality, neutrality, and professionalism.

-          Draft and develop policies and other written materials that are in line with federal and state guidelines.

-          Understand privacy laws and agency policy and apply both when answering policy questions.

Licenses and Certifications:

-          Arizona Level One Fingerprint Clearance Card.

-          If the position is required to drive on state business, the position may require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12).

Qualifications:

-          The ideal/preferred candidate will have experience in policy, business, or technical writing.

-          The ideal/preferred candidate will possess a valid Arizona Driver’s License.

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees.

-          Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
