The role of Enforcement Manager will conduct professional standards investigative processes for certificate holders under the Bureau of Emergency Medical Services and Trauma System program jurisdiction. The individual in this position will coordinate investigations with the Bureau’s medical director and contract medical consultants as needed.  The individual in this role must demonstrate self-discipline, innovative thinking and sheer determination to conduct an accurate and thorough professional investigation using such tools as investigational interviews, evidence collection, and scope of practice research. This position must maintain confidentiality; and work without direct supervision, capable of flexibility in handling numerous, concurrent investigations and varied assignments.

Enforcement Manager

Emergency Medical Services and Trauma Systems

JOB SUMMARY

The role of Enforcement Manager will conduct professional standards investigative processes for certificate holders under the Bureau of Emergency Medical Services and Trauma System program jurisdiction. The individual in this position will coordinate investigations with the Bureau’s medical director and contract medical consultants as needed.  The individual in this role must demonstrate self-discipline, innovative thinking and sheer determination to conduct an accurate and thorough professional investigation using such tools as investigational interviews, evidence collection, and scope of practice research. This position must maintain confidentiality; and work without direct supervision, capable of flexibility in handling numerous, concurrent investigations and varied assignments.

 

What will I be doing in this job?

        Reviewing complaints and preparing and submitting comprehensive automated standardized investigative reports

        Conducting investigative interviews

        Interpreting Statute, Rule, Operating Instructions, scope of practice, and interprets drug & alcohol probationer testing results

        Managing BEMS enforcement database

        Preparing monthly and annual automated statistical reports

        Preparing for and testifying at complex informal and formal hearings

        Travel to enforcement related meetings as necessary to successfully perform in the position

        Developing and maintaining a professional network with EMCT providers and executives associated with emergency medical services and trauma system

        Developing and presenting public speaking presentations related to the Bureau's enforcement operations as requested

 

What does this job require?

        Knowledge of Administrative law, practices and procedures, organization and time management

        State government structure

        Knowledge of Bureau of Emergency Medical Services and Trauma System policies, and procedures

        Routine and complex letter and memo composition

        Proper English usage, spelling, vocabulary and arithmetic

        Data entry and data input management in an emergency medical and enforcement model

        Available resources for persons working with individuals involved in emergency medical service, court and enforcement professions

        Interview techniques and standards   

        Statutes, Rules, and Bureau Operating Instruction, complicated due process rules and investigative standards  

        Principles and practices of regulatory enforcement/compliance processes

        Contemporary concepts, methods and practices of investigation and management for the supervision of investigative staff

        Knowledge of Health Insurance Portability and Accountability Act Confidentiality Requirements

        Knowledge of Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies

        Experience in public speaking; experienced in developing and delivering presentations related to the EMS enforcement operations

        Skilled in planning and organizing daily tasks; advanced interpersonal skills that will complement interaction with  executives associated with emergency medical services, and the regulatory profession

        GSuite/Gmail, and Microsoft programs such as Word, Excel, PowerPoint, Internet Explorer, or similar electronic software

        Assess the concerns of the public

        Establish and maintain effective working relationships with the EMCT profession and EMS providers

        Prepare investigative and statistical reports

        Analyze established regulatory criteria and arrive at an appropriate conclusion

        Travel to bureau related meetings as the enforcement representative when and as necessary

What are the preferred qualifications for this job?

        Preference given to applicants with Public Health

        EMT/Paramedic Experience

        Regulatory or Law Enforcement Investigation experience
