This Attorney position works under the direction of the Administrative Counsel to assist the Office of Administrative Counsel in completing its various functions in support of the Agency mission of protecting human health and the environment. The position works on a broad range of issues in several practice areas, including: legal research, analysis, and writing regarding environmental laws and other laws pertinent to the Agency functions; managing, drafting and reviewing contracts; managing rulemaking and the legislative agenda; strategically supporting Agency compliance and enforcement cases; reviewing and updating Agency policies; creating standard work for Agency processes; and completing special projects and assignments. This position requires excellent customer service skills, initiative to solve problems independently, an ability to manage teams, great communication skills, and a desire to work hard to transform the office in order to have more mission outcomes.


The ideal candidate will have:

·         Juris Doctor degree required

·         Arizona State Bar License required

·         5 years of relevant experience providing legal advice

·         Knowledge of: federal and state environmental statutes; AZ state government administrative practice; AZ state legislative processes; legal interpretation fundamentals; contract drafting fundamentals

·         Skills in: excellent oral and written communication; legal research; project management; facilitating collaboration among various stakeholders; excellent interpersonal skills; effectively leading or facilitating teams to solve problems; public speaking; problem solving; analysis and evaluation techniques; legal and report writing; Word, Excel, and PowerPoint.

·         Ability to: multi-task in a fast-paced working environment; produce work product with limited supervision; produce effective written communication; work with technical and professional staff and stakeholders to obtain consensus on issues; interpret statutes, rules, policies, and permits; successfully interact with government and legislative officials; prioritize, plan, analyze, and coordinate processes and activities; experience leading continuous improvement exercises including LEAN, Six Sigma, or others.
