The Financial Management Services Division (FMS) of ADOT is responsible for managing the $4.6 billion financial foundation on which Arizona’s highways and bridges are built and administered. The Financial Management Services is looking for a highly motivated individual to join our team as an Accounts Payable, Accountant 1. The Accounts Payable (including Contracts Payable) will process and pay vendor invoices within the legislative mandate of 30 days from receipt of invoice including invoices for goods and services, refunds of revenue, our bi-annual debt service payments, utilities, telecom, employee reimbursements, and purchasing card payments. Contracts Payable is responsible for payment processing within 21 days of receipt of invoice to construction contractors, engineering consultants, local governments, railroads, utilities, and other third parties in support of the highway construction program.


Essential duties and responsibilities include but are not limited to:

  • Analyzing and processing vendor invoices for payment, utilizing automated accounting systems, databases, and applications including AFIS and the Arizona Procurement Portal (APP).

·         Reviewing vendor invoices and verifying for accuracy, timeliness, and proper preparation

·         Examining and verifying purchase orders to determine if contracted items are being purchased off contract and notify Procurement of any issues

·         Ensuring that payments occur within the vendor discount period for prompt payment to minimize costs

·         Resolve questions and problems presented by internal and external customers

·         Applying the principles, theories, and concepts of accounting

·         Participating in a variety of special projects requiring accounting knowledge

·         Pro-actively communicates issues and makes recommendations to management

·         Conducts highway construction and engineering consultant project close-outs

  • Cross-train and other duties as assigned





          Accounting and math to ensure accuracy of payment

          Automated accounting systems, Microsoft applications and general databases, including the use of various software packages

          Principles, concepts, practice methods and techniques of governmental accounting, internal control structures, and fiscal management

          Generally Accepted Accounting Principles (GAAP)

          Data processing techniques as it applies to accounting practices

          Knowledge of the processes of State government



       Analytical skills

       Computer skills (including intermediate spreadsheet and database skills)

       Communication skills (both oral and written)

       Critical thinking

       Attention to detail, strong planning and organizational skills; and the ability to multi-task, prioritize and deliver results



      Manage time to ensure job responsibilities are completed in a timely manner

      Handle any unexpected workload effectively

      Produce high quality deliverables

      Process large volumes of invoices



Comprehensive knowledge of the principles, concepts, practices, methods, and techniques of government accounting.

Knowledge of internal control structures, fiscal management and financial analysis.




Minimum of two years of governmental accounting OR completion of at least 24 semester hours of accounting from an accredited college or university OR two years professional level accounting.


This position requires possession of a valid Arizona Class D Driver License.  Candidates for this position must complete page 7 and sign the Driver Form on page 8 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR).  The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I).  The review must show an acceptable driving record prior to any offer of employment being made by ADOT.   Employment is contingent upon an acceptable MVR.
