The Department of Economic Security Department of Technology Services is seeking an experienced and highly motivated individual to join our team as a Business Analyst. This position will analyze system performance, provide technical support, design new automated systems and create documentation, as well as manage other various projects ranging in length and complexity.


-          Manage automated system definition, design and implementation, and perform data analysis and research to extract information for facilitating conclusions

-          Analyze and evaluate system problems, make recommendations, and implement solutions

-          Analyze and evaluate user/system requirements, and develop tables, queries and report formats to monitor program performance

-          Create comprehensive written documentation for project development, and conduct research and evaluation studies with respect to various employment programs and policies

-          Perform system testing of modifications made to the system and coordinate implementation of changes with Technical Support and DTS programming staff

-          Produce systematic reports on a monthly or quarterly basis to monitor/track program performance and fraud/cost recovery

-          Prepare documentation of testing activities including test results and discrepancy reports, use statistical and analytical techniques to support quantitative research findings, and proactively find trends in the information and deliver initiatives for business improvements

-          Compose oral and written presentations on automated system changes, provide technical support to users, and ensure system modifications are in compliance with federal and state guidelines


Knowledge, Skills and Abilities:

-          Business Analyses Body of Knowledge (BABOK), principles and practices of structured systems analysis and design

-          Application program development practices and techniques

-          Acceptance and system testing procedures, and business communications and methodologies

-          Project management techniques such a project work flow, time estimates, budget estimates, resource allocation etc.

-          Advanced troubleshooting analysis, and effective use of office equipment

-          Advanced skill in Word, Excel, and Access applications

-          Writing SQL statements to data-mine SQL Server Databases

-          Planning and organizing workload with minimal supervision and working cooperatively with coworkers and customers

-          Classify information and data into unifying relationships, identify cause and effect relationships and develop logical solutions

-          Balance, prioritize, and organize multiple tasks, work collaboratively in teams across organizations and synthesize feedback accordingly

Licenses and Certifications:

-          Arizona Level 1 Clearance Card

-          This position requires to drive on state business, the position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12).


                  -          Bachelor’s Degree plus 5 years of experience in business analysis (or equivalent experience)

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees

-          Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
