JOB SUMMARY

The Division of Planning and Operations is looking for a motivated and dedicated individual to join our team! Working under general supervision within the Procurement Office, the Procurement Specialist is responsible for contract administration of Agency-wide and Direct contracts, and review of Statewide contracts.  This position performs a range contracting methods to procure services and products, ensuring proper sourcing methods for acquisition of products and services.  Procurement Specialists must use good business sense as stewards of tax payer dollars and advocates for the Health and Wellness of All Arizonans.

 

What will I be doing in this job?

-        According to the delegated authority, in compliance with the Arizona Procurement Code, and related rules and regulations, under Procurement Supervisor’s guidance, prepares and administers Request for Proposal (RFP) Invitation for Bid (IFB), Request for Quote (RFQ) and various quote comparisons as needed

-        Negotiating proposals for Best and Final Offer

-        Generating various agreement types: Intergovernmental Agreements, Inter-agency Service Agreements, Competition Impracticable and Memorandum of Understanding, as needed while following State and Federal statutes and rules

-        According to the delegated authority, and in compliance with the Arizona Procurement Code, and related rules and regulations, processes contract amendments for the purposes of extension, rate adjustments and contract assignments

-        Ensuring the timely and valid nature of all attachments including Certificate of Insurance for all assigned contracts

-        Working closely with assigned Division staff, provides guidance in the area of contract monitoring and administration, while providing world class customer service in a timely manner within budgetary constraints

-        Reviewing and approving requisitions for purchases from programs to determine applicability and accuracy

-        Making recommendations for changes to programs

-        Providing assistance with sourcing goods and services to customer if needed

-        Compiling various reports as requested by management, updates status of items in progress on a daily basis, prepares status report and share with Divisions’ staff on weekly basis

-        Researching various areas and compiling data for the purpose of analysis in various projects

-        Supporting Continuous Quality Improvement objectives and lean initiatives

-        Collaborating with Procurement and Program team members

-        Attending Division staff meetings to discuss anticipated needs, participates in early stages of SOW development and provides guidance and support to ensure compliance and appropriate sourcing method selection

-        Perform data analysis

What are the preferred qualifications for this job?

-        Prior State Government experience in purchasing, procurement or related field

-        Procurement and contracting experience with a minimum of two years’ experience equivalent to a Procurement Technician or higher

-        Associates or Bachelor degree from an accredited college in business, purchasing or related field

-        Preference given for professional certification, such as CPPB
