Job Description

The Department of Emergency & Military Affairs (DEMA) is the headquarters for the Arizona National Guard. The Army National Guard is "Always Ready - Always There" providing military forces to accomplish community, State and Federal missions.  The Air National Guard maintains excellence with flexible, sustainable, expeditionary and joint interoperable capabilities in all facets of current Federal and State missions.  The Division of Emergency Management’s mission is to coordinate emergency services and efforts to governmental agencies to reduce the impact of disaster on person and property.  The Division of Administrative Services maintains the business operations of human resources, finance, purchasing/contracting, and legislative activities.  Many positions posted do not require military membership.



PAY RATE:  $ 14.9568 - $ 20.8830 per hour (DOE)

State Grade 18

This position is eligible for over-time compensation.

WORK LOCATION: Papago Park Military Reservation (PPMR)


Position Description:

The Program Project Specialist I position is located at the Arizona Army National Guard (AZNG) Construction and Facilities Management Office (CFMO) in Phoenix, AZ.  The Program Project Specialist I will work under the general supervision of the Planner III serving as a team member with no supervisory responsibilities.  This position is responsible for real property accountability, historical real property documentation review, physical inventory, and inter/intra departmental assistance. The Program Project Specialist I will prepare, track, document, maintain, update and archive all physical inventory documentation and database information according to policy and regulations. As well as, assist in the annual certification of the Federal Inventory Support Plan, monitor and evaluate real property Inventory processes & procedures according to CFMO, United States Property & Fiscal Office (USPFO) and National Guard Bureau (NGB) requirements,  and report all property accountability findings to the CFMO, USPFO, and NGB. Other responsibilities include, design and execute special sub-projects to respond to data calls from NGB and other State or National Guard elements, participate in program improvement, along with planning, mapping, and coordinating all on-site inspections to be held throughout the state by use of GIS software, and the PRIDE Web database. 

The Program Project Specialist I will work directly with the Program Project Specialist II to maintain accurate state and federal real property inventories, making them readily available for review per the CFO Act of 1990 and Executive Order 13327, under guidance of AR 405-45 and the associated DA PAM 405-45.  Site visits are required at locations off station to gather data, conduct inspections and verify real property assets at facilities.


Responsibilities Include:


Real Property (RP) Accountability

-        Collect and analyze facility and construction documentation

-        Review documents for completeness and accuracy

-        Complete real property audit files

-        File documents that have been reviewed and  approved into the Facility Information Folder (FIF)

-        Make appropriate database adjustments to reflect current real property status

Historical Real Property Documentation Review

-        Conduct research on historical and other records pertaining to real property assets

-        Determine audit documentation discrepancies

-        Generate new documents based on research for approval and signature

Physical Inventory

-        Schedule and coordinate site visits

-        Map and order assets for review

-        Verify Real Property inventory

-        Develop a list of exceptions, and generate documents to reconcile any disparities in data on-hand and data collected

-        Assist with Army Stationing Installation Plan (ASIP) inputs and edits.

-        Confirm units during Site Visits.

-        Work with Program Project Specialist II to establish objectives and goals based on the analysis of metrics and input from the supervisor

-        Assist in determining the best use of resources and time to achieve goals and objectives, on schedule, as required by National Guard Bureau, or Planning and Programming Supervisor(s).

Interdepartmental/intradepartmental assistance

-        Conduct training and assist project managers in the correct preparation of real property documents.

-        Review and provide corrective actions needed to be completed by project managers to complete the required real property documents.

-        Track the status of Real Property Actions by project

-        Develop and execute PRIDE Web and Real Property training for departments both internal and external to the FMO as needed

-        Prepares analyses and reports


Special Job Requirements:


This position requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment.  Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)  In and out of State travel required.  Selected incumbent is required to pass a criminal background investigation as well as possess the ability to achieve a favorable National Agency Check with investigation for purpose of obtaining a Common Access Card (CAC).

-        Principles, practices, methods and techniques of technical facility documentation

-        Contract and construction documentation

-        Real property accountability methods, techniques, regulations, and practices

-        Arizona National Guard facilities and Arizona geography.

-        The principles and practices of managing real property documents (both paper and electronic)

-        Uniform standards for real property evaluation

-        Computer based real property activities and/or programs

-        Principles and practices of public administration with emphasis on real property accountability

-        Applicable program regulations, objectives, standards and procedures

-        Management and procedures analysis techniques and principles

Skilled in:


-        Perform detailed work in web-based real property systems.

-        Work with public agencies to assist with real property accountability

-        Work with a variety of detailed subjects simultaneously while solving problems of complexity

-        Analyze various real property documents and determine the relationship of one to another

-        Determine  conditions which may affect accurate inventory management

-        Understand and use a variety of real property accountability documents including contracts, forms, databases

-        Make logical and well-supported recommendations and decisions

-        Prepare clear accurate and logical reports

-        Use appropriate computer software

-        Assist with site inspections for inventory purposes

-        Enter, track and produce facility data from existing databases

-        Deliver oral and written presentations


Ability to:


-        Present concepts and PowerPoint presentations to the leadership of the CFMO and Senior Leadership to the AZ ARNG

-        Understand and work with programs and procedures to effectively support the Real Property section of the AZ ARNG FMO

-        Apply multi-disciplinary and multi-tasking approach to diverse and complex situations

-        Plan, organize and execute the work necessary for real property accountability

-        Collect, analyze and interpret various data

-        Effectively communicate with a diverse group of individuals from other offices and agencies

-        Ensure compliance with Army and National Guard regulations and policies

-        Express oneself effectively both orally and in writing

-        Work in an environment of high-volume and heavy workload

-        Manage time effectively

-        Develop procedures, analyze problems and design effective plans for program improvement


Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. Preferred candidate will possess a minimum of one year experience in real property accountability, records auditing and database management.
