The Arizona Department of Insurance Investigations Division is seeking AZPOST certified police officer to fill a special agent vacancy.  The position requires the Agent, under the general supervision of the Special Agent Supervisor, to perform statewide, national, and, at times, international civil and criminal investigations of a highly complex nature, working with a high degree of independence. 


Work involves:

·         Reviewing allegations, complaints or other information to determine whether insurance fraud may have been committed

·         Developing investigation and intelligence-gathering plans

·         Analyzing documents and records, including computerized financial and statistical analyses

·         Conferring with attorneys assigned to insurance fraud cases regarding progress of investigations, quality of case files and evidence, drafts of subpoenas, warrants, etc

·         Preparing affidavits to obtain search and arrest warrants and wiretaps

·         Interviewing victims, witnesses and suspects in criminal and civil investigations

·         Serving warrants, conducting searches, making seizures, installing wiretaps, effecting arrests, and booking suspects

·         Conducting undercover investigations, including infiltrating and penetrating criminal organizations or conspiratorial groups engaged in white-collar crime, organized crime, securities fraud, medical provider fraud, computer fraud, financial fraud or racketeering

·         Maintaining case files and evidence; preparing detailed investigation reports

·         Testifies in criminal, civil and administrative proceedings

This position is regarded as a State law enforcement contact point for information specific to Civil and Criminal Insurance Codes, Agent Licensing and Industry Regulations.  Work may involve danger while working undercover.  May be required to endure long hours of research, fluctuating work hours, interviewing/interrogating suspects and hostile witnesses, and making arrests.  Some travel as required, including both interstate and international journeys.

This class is distinguished from other investigator classes by its responsibility for writing affidavits to obtain warrants for conducting court authorized searches, making seizures, wiretaps, and arrests not limited to agency specific violations, and may be called upon to conduct investigations in foreign countries.  Case expertise requirements include intricate knowledge reference the investigation of domestic and international vehicle theft fraud, financial crimes, document crimes, workers compensation fraud, life insurance fraud, unauthorized off shore insurers, illegal enterprises, and organized criminal syndicates. 


Must have knowledge of principles and practices of case management

·         Knowledge, of civil and criminal laws applicable in the State of Arizona, particularly State, Federal and local laws concerning fraud, misrepresentation, official corruption, embezzlement, tax evasion, extortion and racketeering as related to insurance fraud

·         Knowledge and experience applying methods, techniques, procedures and practices in criminal investigation, with knowledge specific to the investigation of white-collar crime or insurance fraud

·         Knowledge of court procedures, practices, rules and traditions

·         Skill in applying methods and techniques of undercover law enforcement work and surveillance

·         Ability to work as part of a team of investigators (requiring interpersonal skills)

·         Skill in communicating professionally and diplomatically, under difficult and even contentious circumstances

·         Ability to control behavior under unusually difficult and dangerous circumstances

·         Knowledge of word-processing software

·         Ability to use computing and communications (telephone, two-way radios, fax, etc.) equipment

·         Knowledge of Arizona Criminal Justice Information System policies, procedures, guidelines and system

·         Ability to apply sound judgment

·         Ability to work independently

·         Ability to safely drive a motorized vehicle


Must be AZPOST certified police officer
