The Department of Economic Security Division of Developmental Disabilities is seeking an experienced and highly motivated individual to join our team as a Business Analyst. The Business Analyst is responsible for providing analysis services to business units to gain an in-depth understanding of customer's business strategy, processes, services, road map, and the context in which the business operates. This role will be key to understanding and documenting capabilities needed to address business challenges. The Business Analyst is responsible for reviewing assigned business processes to identify and address operational, financial, and technological risks, and to identify opportunities to improve efficiency. The Business Analyst is responsible for developing test plans to ensure appropriate test coverage based upon requirements per documented acceptance criteria. They are also responsible for the execution of the test cases, and the documentation/tracking of software defects to ensure the application meets customer-defined business requirements prior to deployment to production.

Job Duties:

-          Develops test plans/cases that ensure appropriate test coverage

-          Executes testing to ensure applications meet customer-defined business requirements per documented user acceptance criteria

-          Conducts user acceptance testing with end users to ensure implemented solution meets expectations

-          Identifies and documents business needs and requirements, and evaluates gaps in operational processes and procedures

-          Performs requirements elicitation/management, and document use cases to facilitate implementation of solutions that meet business objectives

-          Leverages understanding to document meaningful user acceptance criteria for user stories. Capable of facilitating communication between stakeholders from all levels of the organization while objectively identifying and resolving conflict

-          Creates and delivers related user documentation and end-user training

-          Looks for opportunities for improvement in the areas of business process and test automation

-          Documents test flow and data requirements/dependencies, and tracks software defects as well as issues with performance and usability

Knowledge, Skills and Abilities:

-          Principles and practices of the Software Development Life Cycle (SDLC) and Software Testing Life Cycle (STLC)

-          Principles and practices of systems analysis and design, business process modeling, requirements gathering, quality assurance, and software development

-          Application integration and regression testing

-          Project management techniques, testing techniques, and testing methodologies

-          Software and development processes, relational databases, networks, client server, and lntranet/lnternet environments

-          Business methods and goals of those requesting services (the customers)

-          Business Analysis Body of Knowledge (BABOK)

-          Perform manual and automated test execution on web applications

-          Utilize various testing methodologies and analyze tests results

-          Design effective business procedures and processes to enhance the overall quality of applications

-          Excellent interpersonal, written and oral communication skills

-          Communicate, organize and plan testing requirements on multiple projects simultaneously

-          Increase technical knowledge through written material, computer-based training courses, and lectures

-          Work within a team as well as independently

Licenses and Certifications:

-          Arizona Level 1 Clearance Card

-          If the position is required to drive on state business, the position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12).

Qualifications:

-          Bachelors Degree and/or five years of experience in business analysis (or equivalent experience).

-          PMI Certification a plus

-          Lean or Six-sigma certification a plus

-          BA/QA Professional certification is highly desirable.

-          SQL and querying techniques is highly desirable

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees

-          Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
