POSITION SUMMARY:
The primary duties of this position are to assist the Chief Financial Officer, Division Directors and Program Managers on state budgetary matters, including the preparation of the Division budgets, strategic project budgets, monitoring and auditing of expenditures and the development of a model to forecast revenues and project year-end fund balances.  This position also assists with staffing and implementation of special projects resulting from legislative mandates, research initiatives, training programs and division operations.

 

In addition, this position will prepare complex financial and administrative reports as required for appropriations and funds managed by each Division, develop division budget policies and procedures and provide staff development seminars to division and local courts; review and reconciles monthly financial reports received from counties on disbursed funds, analyze and interpret fiscal impact of legislation as it relates to the court’s appropriations and grant funds, and respond to fiscal inquiries from the Legislature, AOC Executive Office and the Administrative Services Division Director/CFO

 

This position will also serve as the division liaison between each Division and the Administrative Services Division and works with program specialists and managers to develop performance measures/standards for funding requests specifically targeting the cost-effectiveness of the court programs and financial operations.

MINIMUM REQUIREMENTS:
This position requires a Bachelor’s degree in finance, accounting or related field; years of experience may substitute for a degree and a minimum of five years in a professional accounting, budget, and finance position or relevant court position. In addition, this position requires demonstrated knowledge with financial audits and contract management, demonstrated experience in analyzing data and producing management reports in a timely manner, proficiency in EXCEL, WORD, and ACCESS and the ability to work independently with minimal supervision and excellent verbal and written communication skills.

 

The preferred candidate with have Master’s Degree in Finance or related field, be a Certified Public Accountant, have demonstrated experience in governmental accounting of funds totaling over $40 million, knowledge of New World Accounting System, and knowledge of Arizona Judicial Minimum Accounting Standards.

Travel level: up to 5%
