The Transportation Engineering Permits Technician 3Permit work affecting the operational control or the use or highway right or way. ADOT enforces statute by monitoring and causing removal of illegal encroachments and thereby limiting the liability or the Department while issuing a variety of permits which define the requirements for use of state highways for all uses other than travel by the public. These include permits for physical encroachments in the right of way, varying from utilities to widening of the roadway and construction of entrances to major developments; permits for events such as parades and races; and permits for ADOT sponsored programs such as the Adopt-A-Highway.


This position is responsible for the administration of multiple permit programs for a specific geographic area within the District. The position also assures all program parameters are met and work Is performed in compliance with the applicable laws, rules, regulations and standards. The person in this position may oversee the work distribution of other employees in the absence of the Supervisor to develop an efficient, effective and responsive work team.




Knowledge of:

·         Statutes, Administrative rules, and policies pertaining to Permits.

·         ADOT requirements for design, construction and traffic control planning for all roadway features as outlined in the ADOT Stand Specs, ADOT Standard Drawings for Construction, the American Association of State Highway and Transportation Officials (AASHTO) and ADOT Roadway Design Guidelines, MUTCD and Encroachment permits PG&P

·         Principles and practices of civil engineering as applied to development and construction of encroachments on the highway system

·         Currently accepted highway construction methods and practices including roadway drainage, traffic engineering and structures

·         FHWA access control requirements, hydrologic studies and traffic engineering

Skills in:


·         Written and verbal communication including depositions and testimony in a court of law

·         Analyzing and evaluating a wide variety of engineering data

·         Decision making

·         Organizing and prioritizing work assignments

·         Researching, reading and interpreting a variety of technical engineering documents such as survey data, highway plans, quality control documentation, and instruments relating to the acquisition and disposition of real property (This will include deeds, easements, condemnations, rights-of –entry and orders of immediate possession).

·         Interpersonal relationships as applied to contacts with agency staff, employees of other agencies, and local governments

Ability to:


·         Visualize impact of proposed encroachments and determine possible mitigations needed

·         Use of a computer to perform records searches, data analysis, word processing and spreadsheets

·         Internet use to research assessor's database, property records and GIS

·         Ability to safely operate a State vehicle

This position requires possession of a valid Arizona Class D Driver License.  Candidates for this position must complete page 5 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR).  The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I).  The review must show an acceptable driving record prior to any offer of employment being made by ADOT.  Employment is contingent upon an acceptable MVR.
