The Department of Economic Security Division of Employment and Rehabilitation Services is seeking an experienced and highly motivated individual to join our team as an Employment Counselor. This position is responsible for providing case management services for difficult and complex cases through Department of Corrections parole offices. Assists clients with Arizona Job Connection registration, job readiness, resume development, job referrals & development, self-help and social skills using computers, and accessing online training modules. Creates and maintains an environment that reinforces appropriate behavior modifications and positive morale. Adapts materials and equipment to meet specific needs and learning styles of the population. Evaluates and monitors client progress, operates standard office and classroom equipment, maintains awareness of physical and emotional changes in clients, and reports concerns to manager and Department of Corrections personnel. Coordinates and schedules participation in events and initiatives to increase success of client to obtain and retain employment (such as mock interviews, job fairs, and training and certification activities). Conducts and documents employment retention follow-up and provides as needed job retention referrals. Attends training and staff meetings as required, establishes ongoing relationships with providers of services, conducts comprehensive employment assessments of inmates and Parolees needs and level of functioning. Maintains a caseload of program inmates and Parolees, acts as liaison for inmates, Parolees and other related agencies; establishes case plan, schedule, and timetable for provision of services; provides information, support, and monitoring of cases. Assists clients in completing various forms and obtaining documents for training, education and employment; provides interventions when necessary. Must be willing and able to work in a correctional facility providing comprehensive back up services in [email protected] employment centers. Fingerprint clearance card required prior to date of hire.

Job Duties:

-          Assisting clients with Arizona Job Connection registration, job readiness, resume development, job referrals & development, self-help and social skills; using computers; and accessing online training modules

-          Work in parole offices providing case management services in difficult and complex cases that involves criminal convictions background and additional barriers

-          Coordinates and schedules events and initiatives to increase success of client to obtain and retain employment (such as mock interviews, job fairs, and training and certification activities).

-          Conducts and documents employment retention follow-up and provides as needed job retention referrals

-          Complete and maintains accurate records and reports including attendance records, case notes, and client progress

-          Provides back up and coverage in [email protected] employment centers

Knowledge, Skills and Abilities:

-          Communicate effectively in both oral and written forms with diverse populations

-          Work independently and make decisions within the framework of established guidelines, as well as working in a team environment

-          Accept, understand, and relate to clients who have behavioral, emotional, learning, or physical disabilities

-          Use a computer to effectively maintain various databases, create standardized certificates and flyers, and conduct online research

-          Must be adept using MS Office (Excel, Word), telephone, INTERNET, and email

-          Conduct assessment testing

-          Assist clients in use of computers in classroom and use standard office and classroom equipment

-          Strict adherence to Department of Corrections and Department of Economic Security policy and procedures

Licenses and Certifications:

-          Arizona Level 1 Clearance Card

-          Candidates for this position shall be subject to a search of both the Child Protective Services Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459

-          If the position is required to drive on state business, the position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12).

Qualifications:

-          Any combination of training and experience which demonstrates ability to perform the duties and responsibilities as described

-          Social Sciences, Psychology, Criminal Justice or related field preferred

-          Previous experience instructing/facilitating groups of adults preferred

-          Experience working with high risk adults preferred

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees

-          Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
