Job Description

Under direction of the Property Management  Manager, this senior level position has the authority to provide oversight, direct and train assigned staff, authority to represent R/W Property Management Unit regarding policies, processes and procedures to the public and to contractors. Conduct research, negotiate, and enter into contractual agreements on behalf of ADOT. This position will also coordinate the disposal of Excess Land and perform quality control functions to ensure accuracy in related documents such as: vesting deeds, titles, sketch plans, 60-3311 document, and delineation requests. The position will ensure that all rules, regulations, policies and procedures pertaining to the disposal of excess land are implemented in compliance with state and federal law. The position will require senior level knowledge in property management functions, sales, leasing, construction, and demolition.

JOB SUMMARY

  KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:  

·         ADOT and R/W Group regulations, rules, policies and procedures.

·         Federal, State, and Local regulations, rules, policies, and procedures regarding real estate, acquisition, relocation, and eminent domain

·         Appraisal concepts, theory, and practices

·         Highway/road construction design and best practices

·         Civil engineering plans, right of way plans and legal description standards

·         Personal computer applications

Skills in:

 

·         Oral and written communication

·         Negotiation, Issue Identification and resolution

·         Project monitoring with other partners

·         Reading and comprehending right of way plans, legal descriptions, title reports, and appraisals

·         Supervisory concepts, principles and best practices

·         Organization and prioritization technique

Ability to:

 

·         Apply required knowledge and skills to meet the goals and schedules of the Department and the Right of Way Group

·         Multi-task, delegate, and maintain an effective working relationship with the Acquisition Section and our partners

·         Mentor to other Right of Way agents/contractors as well as to monitor performance

 

 

  PREFERRED REQUIREMENTS

Completion of two years of College, University or technical school and five years of progressively technical right of way experience with at least three years of full time experience in government right away using local, State and Federal guidelines in acquisition, relocation assistance program, Federal Uniform Act and eminent domain. .

 PRE-EMPLOYMENT REQUIREMENTS

 

This position requires possession of a valid Arizona Class D Driver License.  Candidates for this position must complete page 5 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR).  The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I).  The review must show an acceptable driving record prior to any offer of employment being made by ADOT.  Employment is contingent upon an acceptable MVR.
