The Arizona Department of Corrections (ADC) is seeking a highly motivated individual to join our executive team as a Legislative Liaison. The ideal candidate will have Arizona legislative experience that demonstrates exceptional analytical and communication skills. As the Legislative Liaison, you will be responsible for interacting with legislators, legislative staff and other external stakeholders. In this role, you will be instrumental in the identification, development, coordination, management and advocacy of legislation impacting the Department of Corrections.

Further, you will assist with interagency legislative affairs activities in support of the agency mission, programs and resources. The ability to assess the political environment in terms of impact on agency mission, programs and budget is essential to successfully fulfilling the requirements of the position.

You will ensure that briefings, hearing testimony, reports and appeals to legislators are clearly written and responsive to the needs and expectations of the agency’s diverse audiences.

Prepare agency officials for legislative interactions and confirms fulfillment of commitments made in the course of such interaction.


-          Meets with external stakeholders, both individuals and groups, in support of ADC’s priorities; including public and elected officials, chambers of commerce, community organizations, and businesses.

-          Attends legislative meetings and hearings

-          Represents ADC at state legislative liaison meetings

-          Tracks legislation affecting ADC

-          Examines, analyzes, and responds to proposed and adopted legislation, as well as ideas, plans, and initiatives from community groups and the general public; and evaluates the impact to the Department.  

-          Works with staff to formulate written operational and fiscal impact statements and implementation plans on relevant legislation

-          Coordinates the implementation of adopted legislation

-          Prepares and finalizes correspondence on key policy issues and other critical matters

-          Ensures the Department’s compliance with all lobbying statutes as administered by the Arizona Secretary of State’s Office

-          Performs other duties appropriate to the assignment



Requires possession of, and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12).


Knowledge of:

-          Arizona Legislative process, including:  the appropriate bill drafting principles and conventions, the details of how a bill becomes law, the parliamentary procedures governing the legislative process, public budgeting and points of contact for ascertaining information critical to the success of legislation

-          Operations of Arizona State government

-          ADC policies, procedures and organizational structure

-          Principles and practices of administrative and managerial functions

-          Problem resolution

Skill in:

-          Excellent oral communication for testifying before committees, meeting with legislators and legislative staff and accurately reporting events to the Director and Deputy Director

-          Drafting bills and amendments

-          Conducting statutory research

-          Interacting with other governmental entities to resolve issues

-          Establishing and maintaining interpersonal relationships


Ability to:

-          Garner legislative support for bills

-          Identify and monitor any legislation impacting the Department

-          Manage and organize projects and group efforts

-          Prepare and finalize the Director’s correspondence on key policy issues and other critical matters

-          Coordinate thorough and accurate responses to informational requests and constituent inquiries from the Legislature

-          Drive on State business


-          A Bachelor’s Degree in political science, public administration, government, business, communications or a related field

-          Two years of combined work experience, preferably in Arizona, in any of the following areas: lobbying, legislative activities, political subdivisions, policy/public affairs or other legislative environments


Employment is contingent on the selected applicant passing a background investigation.

Positions in this classification participate in the Arizona State Retirement System (ASRS).
