JOB SUMMARY: Under the general supervision of the agency’s Chief Financial Officer, the Auditor II reviews agency financial transactions, policies and procedures and agency practices to ensure adherence to established requirements and best industry practices; performs reconciliations of agency accounts as designated; maintains agency fixed assets and related subsystems; ensures compliance with established reporting requirements; attends and participates in training and meetings with other divisions within the agency and with other external organizations; coordinates support for oversight activities of pertinent Federal and State agencies reviewing agency practices and internal controls as assigned. Learns, implements and monitors the Arizona Management System (AMS) methods. Utilize AMS concepts and tools for problem solving and continuous work/process improvements and efficiency. |
JOB DUTIES: · Conducts compliance-related audits as assigned to determine if the area or function is in compliance with state regulations. Creates accurate, logical workpapers that clearly describe the work performed, the results of testing, and analysis. When deficiencies are noted, effective solutions must be developed and recommended to management. · Collects, safeguards, prepares or coordinates the preparation of statistical and financial information, supporting documentation and reports to meet periodically mandated financial requirements from internal and external authorities; such as: the General Accounting Office (GAO), the Office of Strategic Planning and Budgeting (OSPB), the Office of the Auditor General, the Joint Legislative Budget Committee (JLBC), and pertinent Federal entities. · Assists in determining compliance-related audit priorities, scope and objectives. Identifies and assists in designing compliance-related audit tests, selecting samples and developing other techniques needed to verify/evaluate controls. Assists the CFO in developing policies and procedures for the Financial Services Division. · Ensures audit reports contain practical, actionable and effective recommendations which are consistent with current policies and procedures and current operating practices. · Travels to various locations to perform assigned duties, including, but not limited to; providing guidance, training and education regarding finance, fixed assets, Arizona Management System, internal controls, and fraud, waste and abuse prevention matters to other divisions within the agency. · Coordinates the agency's annual physical inventory of fixed assets (capitalized and non-capitalized) by providing instructions, guidance and training to responsible staff throughout the agency. Develops and implements an asset sample review plan to examine the accuracy of the physical inventory by visiting the various agency locations in which assets are kept in coordination with and at the direction of the CFO. |

SELECTIVE PREFERENCE(S): |
EMPLOYMENT REQUIREMENTS: · In-state travel required. This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.11).
