Statewide Active Management Area Section


The mission of the Arizona Department of Water Resources (ADWR) is to protect, conserve, and enhance Arizona’s water supplies by confronting water management challenges in a bold, thoughtful, and innovative manner. Do you want to join our team? ADWR is seeking a professional Water Resource Manager to join the Statewide Active Management Area (AMA) Section. 



This position will be responsible for a variety of managerial duties and responsibilities, which may include the following: 

  • Supervise and training of staff
  • Represent ADWR at public meetings and conferences
  • Develop, organize, and disseminate of policies, procedures, and training materials
  • Coordinate with Active Management Area Director and with other staff on policy issues and compliance
  • Collaborate with other ADWR sections and divisions on different projects and programs
  • Oversee data entry, data analysis, and data quality control
  • Oversee annual water use reporting processes
  • Oversee and develop compliance investigations
  • Work cooperatively in the development of management plans
  • Other duties as assigned



Knowledge of:

  • The occurrence, behavior, and significance of water in nature
  • The ecological, hydrologic and socio-economic aspects of water usage and water supply
  • Current state laws and regulations, particularly those governing water resources management, supply and utilization in Arizona
  • ADWR policies, procedures, and programs
  • Familiarity with the Groundwater Code and practices within the Active Management Areas
  • Current concepts and practices in water resource management and conservation
  • Information sources, research methods and techniques utilized in water resources management

Skills in:

  • Working well within a team environment, including establishing and maintaining effective working relationships within ADWR, other governmental entities, private and public sectors
  • Public speaking, including publicly presenting complex materials to diverse audiences 
  • Researching, reading, analyzing and interpreting water resource management and related documents
  • Performing detail-oriented tasks
  • Preparing timely reports/recommendations involving water resources issues of highly complex, sensitive and visible nature
  • Applying a multi-disciplinary approach to resolve complex, sensitive, and/or visible water resource management issues
  • Using Excel, Access and other software to organize, analyze and interpret water resource management data
  • Interacting with members of the regulated community, requiring careful exercise of independent judgment in cases that may lead to enforcement action

  • Effectively supervise multiple staff members
  • Manage and prioritize numerous projects simultaneously
  • Work well under pressure
  • Work alone and collaboratively in a team environment, prioritize work activities, set goals and be self-motivated
  • Understand and communicate complex technical and regulatory information clearly and concisely both in writing and verbally
  • Analyze a situation, identify the problem area(s), propose solutions and assist in the implementation of those solutions
  • Review and understand a variety of legal, regulatory, and technical documents related to water resources management
  • Independently gather appropriate information from documents or through content knowledge experts to support the decision-making process
  • Use spreadsheets and databases to retrieve, organize, and present water resources management information
  • Coordinate projects and programs with ADWR staff, other governmental agencies, and the regulated public
  • Establish and maintain productive and positive relationships with various levels of governmental and regulated business officials, co-workers and members of the public

The grade 23 salary range is $46,932 (minimum) - $65,544 (mid-point) - $84,157 (maximum). Typically, salaries are below the midpoint, but highly qualified applicants will be considered for higher salaries.

Preferred candidate should have at least four years of experience with water management programs to include at least two years in a supervisory position. A Bachelor’s degree in Environmental Science, Natural Resources Management, Hydrology, Sustainability or a related field is also desirable.


This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records and must complete any driver training (See Arizona Administrative Code R2-10-207.12).  



Positions in this classification participate in the Arizona State Retirement System (ASRS). Please note, enrollment eligibility will become effective after 27 weeks of employment.
