To help us on our vast and important mission, the Water Quality Division has an incredible opportunity for an experienced, results-orientated leader to help build the next generation of water quality strategies, programs, and professionals. The Senior Program Manager for Ground Water & Reuse is an integral part of our diverse, talented, and innovative team and directly contributes to our agency’s mission by driving operational performance and continuous improvement in ADEQ’s groundwater program consisting of the Aquifer Protection  program (APP) and ADEQ’s wastewater reuse program.

The Senior Program Manager is responsible for developing program strategy and goals in accordance with state/federal laws, rules, regulations and the Agency strategic plan; leading subordinate supervisory staff to direct discussion, facilitate problem solving/decision making and dissemination of program information; developing, reviewing, and making adjustments in long-range plans for major program goals; developing and overseeing annual program budgets and forecasts; and tracking program goals.

Ideal candidate will possess:

·         A Bachelors’ degree in physical or related science

·         6-10 years of environmental experience in a regulatory agency, consulting, or private industry

·         3 years of leadership/supervisory experience in an environmental, regulatory, or industrial setting

·         Experience with continuous improvement including LEAN, Six Sigma, or others

·         Knowledge of, and skills in, Arizona’s Aquifer Protection Permit and Water Reuse programs

·         Knowledge of leadership and business management principles, including budgets (expenditure and revenue generations), employee motivation, team-based problem solving techniques, and principles of performance and visual management; Project management and program management techniques, particularly the coordination of people and resources through result driven leadership

·         Knowledge of occurrence, movement, and behavior of water sources; causes/effects of water pollution, and impact of surface activities on surface and ground water quality;

·         Must be a strategic thinker; skilled leader of a diverse environmental workforce (technical and legal); skilled manager of project managers to ensure deliverables are consistent, reliable, accurate, and timely; effective communicator, both verbal and written, and comfortable presenting to small and large groups
