The Division of Technology Services is seeking a senior executive to join our team as the Chief Information Officer (CIO) for DES. The position will direct the largest automation and multi-million-dollar system in State Government and aligns the organization's technology strategy and service delivery methods with DES's business strategies and policies. Major duties and responsibilities include but are not limited to: 

-          Sets the direction of the agency vision to improve the efficiency and effectiveness of enterprise systems. Leads the development of the strategic automation plan and technology roadmap.

-          Directs the day to-day operations and performance of the Division of Technology Services which includes six focus areas (Applications, Technical Support/E-Government, Customer Service Support Center, Database Administration, Information Security Administration, and IT Support Services).

-          Serves as member of the Department's Executive Management Team at the Assistant Director level as a proactive business partner that envisions and prepares for internal and external stakeholder technology needs.

-          Contributes to the agency’s strategic direction, vision, policies, budget and legislative strategies and proposals.

-          Directs the budgeting, planning, and implementation of systems.

-          Manages relationships with stakeholders and other state agencies regarding automation issues and serves as a member of the State IT Leadership Roundtable.

-          Manages the selection and acquisition process related to IT equipment, software and service.

Qualifications:

-          Demonstrated ability to apply creative solutions to business problems to ensure business needs are most effectively met.

-          Experience evaluating and providing guidance on information technology and hardware and software evaluations and acquisitions, IT services, cloud-based solutions, mobility, open data portals, cybersecurity, disaster recovery, payment and CRM systems, and other present and emerging dimensions of IT solutions and services.

-          Demonstrated ability to understand and anticipate needs and priorities of both internal and external customers.

-          Experience with budget administration, ROI, cost analysis, performance measurement, and financial metrics.

-          Experience with continuous quality improvement and lean methodologies and practices.

-          Current knowledge of system development and programming methodologies.

-          Strong leadership, communication, and interpersonal skills.

-          Successful experience in establishing credibility and effective relationships with senior leadership, colleagues and customers. Demonstrated ability to work collaboratively in teams and across organizations.

-          Proficient with project management principles and applications.

-          Ability to present highly complex and technical information to technical and non-technical customers and staff.

-          Bachelor’s degree in Computer Science, Management Information systems or related field plus three (3) years’ experience as a CIO/Deputy CIO in a large geographically diverse organization.

-          Master’s/Doctoral degree in Computer/Information Systems, Public Administration, Business Administration or related field is desirable.

Licenses and Certifications:

-          Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.

-          If the position is required to drive on state business, the position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12).
