JOB SUMMARY:

Do you have a degree in finance or accounting?  Are you looking to gain budget experience while making an immediate impact?  The Depart of Child Safety is looking for a professional with the ability to learn new processes and systems in a fast paced, deadline driven, and diverse environment.

 

Within the Budget & Finance Unit, the Financial Analyst I will prepare a variety of fiscal and operating reports and act as the single point of contact for their assigned programs.

JOB DUTIES: 

-          Compiles revenue and expenditures

-          Analyzes, monitors and interprets financial information

-          Evaluates financial economic and case load trends

-          Provides support in developing the multi-year budget plan, validating data from downstream sources and coordinating budget requests from programmatic staff and leaders

-          Performs financial, fiscal, economic, and cost benefit analysis

-          Monitors budget utilization; to include researching and analyzing expenditures

-          Prepares external and internal reports and financial forecasts

-          Provides financial expertise to the department and programmatic management

-          Determines funding needs of assigned programs and initiates transactions including transfers, journal vouchers, expenditure corrections, encumbrances, modifications, and other like documents

-          Identifies, researches, reviews, analyzes and establishes impacts of proposed Federal and State Legislation policy changes and funding modifications

-          Attends meetings with the Governor's Office of Strategic Planning and Budgeting (OSPB), Joint Legislative Budget Committee (JLBC), provider community and sister agencies

-          Develops and presents financial reports on an annual, monthly, and ad hoc basis

-          Performs other duties appropriate to the assignment

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

-          Accounting and fiscal principles

-          Intermediate financial analysis concepts

-          Principles and practices of administration with special reference to organizations, fiscal management and budgetary control

 

Skill in:

-          Organizing, prioritizing and multi-tasking

-          Comprehending, analyzing, interpreting and reconciliation of complex financial data including forecasts and projections 

-          Statistical analysis and theory report writing

-          Microsoft Office Suite; Microsoft Excel in leverage pivot tables, VLOOKUP, goal seek, macros, embedding formulas and 'if' statements

-          Understanding the basic concept of Analysis of Variances (ANOVA) and Net Present Value (NPV)

-          Time management

-          Verbal and written communication; communicating complex material in a clear and simplified manner

-          Establishing and maintaining interpersonal relationships

-          Schedule and prioritize multiple complex assignments

-          Develop annual budget requests that are consistent with the department's mission, vision and values

SPECIAL SELECTION FACTOR(S): 

Must be able to secure and maintain clearance from the CPS Central Registry.

PREFERRED QUALIFICATION(S):

-          Bachelor's degree in accounting, finance, economics or business administration with a specialty in accounting, finance or economics from an accredited college or university; OR

-          Master’s of business administration, public administration or a related field such as accounting, finance or economics from an accredited college or university

PRE-EMPLOYMENT REQUIREMENTS: 

Employment is contingent on the selected applicant passing a background investigation.
