The Department of Economic Security Division of Employment & Rehabilitation Services is seeking an experienced and highly motivated individual to join our team as an Auditor 2. This position is responsible for conducting field audits and other investigations of Arizona employers to ensure compliance with State and Federal unemployment tax laws ad regulations.  Auditors work independently in the field, directly with employers, their accountants or other representatives, analyzing, interpreting, and applying statutes, rules, and precedent decisions of the Unemployment Tax Section or other state and federal agencies to a complex set of facts. In-state travel is required.


Job Duties:

-        Plan and conduct audits of selected businesses for compliance with unemployment tax requirements

-        Conduct audits of varying sizes and types of entities such as corporations, partnerships, limited liability companies, proprietorships chosen by the Tax Section’s automated selection process

-        Ensure compliance with state and federal employment tax reporting requirements through shared results of state audits with IRS employment tax offices and investigation of employers identified for audit by IRS inform

-        Ensure proper payment of Unemployment benefits by timely resolution of issues relating to disputed wage amounts or employer liability

-        Interview business owners, managers, or workers. Conduct audit to resolve issues if necessary

-        Confer with business owners or their legal representatives to gain concurrence with results of audit or investigation

-        Assist Tax Section management, the Appeals Unit or personnel from the Attorney General’s office with contested cases arising from field audit actions

-        Daily automobile travel in varied weather and traffic conditions to/from appointments with employers for audits or other field investigations

-        Contacts may often be with uncooperative or hostile persons


Knowledge, Skills and Abilities:

-        Knowledge of business entities, Corporations, Limited liability Companies, Partnerships, Proprietorships

-        Knowledge of accounting systems, audit procedures and field units

-        Knowledge of state law, rules, and corresponding provisions of federal statutes and precedent rulings

-        Knowledge of Field office and Section operating procedures

-        Knowledge of agency computer systems – both central processing databases as well as audit specific spreadsheet and word processing applications

-        Knowledge of internet research sites for state and federal regulatory agencies

-        Knowledge of federally mandated documentation requirements for field audits. (Tax Performance System)

-        Researching relevant statutes, rules, precedent cases

-        Applying audit procedure, mathematical computations and communication skills

-        Compiling information for examination of records

-        Interpersonal skills applied in interviewing of employers, their representatives or workers

-        Ability to plan work schedule and manage time effectively and meet deadlines

-        Ability to make correct employment and tax determinations

-        Ability to communicate tax provisions to business owners or the public in general

Licenses and Certifications:

-        This position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12).  Individuals may be required to drive their personal motor vehicle; however, mileage will be reimbursed


-        The ideal/preferred candidate will have professional tax auditing, accounting or closely related experience.  A Bachelor’s degree from an accredited college or university in a Business field with the requisite accounting coursework is preferred

-        Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees

-        Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
