The Department of Economic Security Division of Employment & Rehabilitation Services is seeking an experienced and highly motivated individual to join our team as a Human Services Specialist 2.  This position is responsible for implementing the policies and procedures of the Child Care program; conducting interviews and determining eligibility, financially and programmatically, for Child Care services through verification of information provided by the client and other DES programs; and coordinating and arranging services in conjunction with other department programs and contracts.

 

Job Duties:

-        Complete a service needs assessment; verify eligibility factors, and determine eligibility for multiple eligibility categories based on financial and non-financial factors and additional cross program involvements within timeframes

-        Responsible to maintain a caseload, making service charges in eligibility, and re-determine eligibility at least every six months. Utilize time management techniques to plan and prioritize service delivery on complex diverse caseload

-        Operate multiple automated computer systems in order to authorize client services, input, updated and retrieve confidential client information and to receive and send information to other Department and contracted staff and programs

-        Responsible to document and report errors in authorizations/payment, complete over-payments reports and calculate over-payments, and complete investigation request on potential cases of fraud

-        Research and prepare case histories and represent the department at fair hearings that result from client and provider appeals of adverse actions or denials of services, and complete subsequent cases action as required by the Office of Appeals

-        Act as service brokers for multiple service delivery tracks. Coordinate service delivery for mutual clientele based on information and/or request from other agencies. Ensure that coordination with CPS assures that CPS children are given priority for services

-        Counsel clients about the availability of relatives as childcare providers & determine relative provider eligibility-based on federal and state statutes and administrative rules. Gather information to support the relative provider registration process

-        Manage limited program funds through determination of client placement and level of priority (based on income) on an ongoing basis to ensure that programs expenditures remain within appropriated funding for year

-        Mediate service authorization, billing, and payment issues between clients, third party contracted providers to ensure accountability and accuracy in payments for services rendered. Resolve nonpayment of co-payment or apply client sanctions for nonpayment

Knowledge, Skills and Abilities:

-        Knowledge of Department policy and state statutes, federal law and rules pertaining to multiple child care eligibility and child care provider programs

-        Department of Health Services, Arizona Department of Education, and other DES programs, community programs and resources which may be of help to clients and providers; other cultures and diverse value systems and local demographics and community assets

-        Knowledge of department policy, federal and state statutes, administrative rules, and contract requirements pertaining to multiple child care programs

-        Knowledge of other DES programs, community programs and other resources, which may be of help to clients

-        Knowledge regarding how to operate automated equipment and how to navigate through multiple computer systems including GUIDE, AZCCATS, AZTECS, SYSM, OUTLOOK, CHILD, and CPSCR

-        Knowledge of methods/techniques used for effective case management, including time management, priority setting, and policy controls

-        Mediating, prioritizing, planning, and organizing case management activities

-        Conducting interviews in a time efficient manner while eliciting information needed

-        Listening skills

-        Communication skills, written and oral; skills in giving oral presentations

-        Operating multiple mainframe and web-based computer systems

-        Ability to absorb, interpret, and assimilate large quantities of technical written material

-        Manipulate computers, operate telephones, vehicles, and other office equipment

-        Elicit accurate data from a variety of sources

-        Schedule one’s time for a wide array of priorities and responsibilities

-        Exercise sound judgment within abroad, established guidelines

Licenses and Certifications:

-        This position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12).  Individuals may be required to drive their personal motor vehicle; however, mileage will be reimbursed

-        Applicants for this position should be subject to a search of the Internal Revenue Service Tax Identification Number (IRS-TIN).

Qualifications:

-        The ideal/preferred candidate will have excellent communication skills, both written and oral, as well as computer skills with working knowledge of Microsoft Office/Outlook

-        Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees

-        Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
