REGULATORY INSURANCE LEAD
WASTE PROGRAMS DIVISION

As the Regulatory Insurance Lead, you are relied on as the leader for our Financial Responsibility Program by the insurance agents, brokers, attorneys and our insurance staff.  You will spearhead complaint investigations, render regulatory compliance determinations, and respond to appeals processes for our Waste Programs Division.

 

Major Responsibilities:

·         Lead complaint and claim investigations raised by underground storage tank (UST) owners/operators regarding their financial assurance mechanisms (mainly in commercial liability insurance and corporate guarantee)

·         Mentor subordinate staff conducting financial responsibility evaluations and audits

·         Provide compliance determinations by reviewing complex financial responsibility mechanisms

·         Read and interpret State and Federal UST regulations to understand the intent of the regulations.

·         Draft, review and revise documents for proper legal language/terminology

·         Develop working relationships with insurance companies, brokers and their attorneys

·         Conduct eligibility determinations for Preapproval Program

·         Manage compliance cases related to financial responsibility non-compliance

 

KNOWLEDGE, SKILLS AND ABILITIES

 

Knowledge

·         Accounting principles related to the analysis of financial responsibility mechanisms: surety bond; certificate of deposit; trust fund with pay-in period; letter of credit; insurance policy; certificate of self-insurance; deposit with the state treasurer; corporate financial test; local government financial test; corporate guarantee test; local government guarantee test

·         UST financial assurance mechanisms' strengths and weaknesses, appropriate acceptance criteria, and processes for administrative oversight. Insurance and financial terms, concepts, products, and common industry practices, and forms

Skills

·         Principles, research methods, and reporting techniques used in detailed analytical financial reviews

·         Effectively communicating with varied customers (internal and external) both verbally and in writing

Ability

·         Apply laws, rules, standards, policies, and procedures to analytical work to formulate sound and well-supported conclusions

·         Conduct research, analyze, synthesize, compile and effectively report on complex financial data and present sound and well-supported objectives and findings

 

IDEAL CANDIDATE

 

Ideal candidate will have:

·         Bachelor Degree in environmental policy, legal studies, or business administration.  Juris Doctorate with specialization in insurance law, trade secret law, property law, or policy interpretation preferred.

·         5 years relevant experience with legal regulatory interpretation, compliance audits, or within the insurance industry
