Adjudications Section

 

The mission of the Arizona Department of Water Resources (ADWR) is to protect, conserve, and enhance Arizona’s water supplies by confronting water management challenges in a bold, thoughtful, and innovative manner. Do you want to join our team? ADWR is seeking a professional Water Resources Supervisor to join the the Adjudications Section.

 

JOB SUMMARY

 

The person in this position will work under the direction of the Adjudication Section Manager and will provide technical support to the Arizona General Stream Adjudication Courts and Master(s) as described in Arizona Revised Statutes 45-256(A).

 

This position will supervise professional staff within the Adjudication Section and will ensure that team goals are met.  The Adjudications Program is tasked with providing technical support for the adjudication through the investigations of claims for water rights and preparation of technical reports. 


This position may represent the Adjudications Manager in meetings or hearings with other state, federal and local agencies concerning technical support for the general stream adjudication. The position may act as an Agency technical expert witness in cases concerning the general stream adjudication. Responsible for coordinating with agency staff in other sections and divisions as necessary to complete work directed by the section Manager.
 

 

KNOWLEDGE, SKILLS AND ABILITIES

 

Knowledge of:

  • The nature and occurrence of surface water and groundwater, specifically as it relates to the hydrology of Arizona
  • Applicable laws and technical project history related to the general stream adjudication
  • The legal process to determine water rights
  • Appropriable surface water and subflow associated with a surface stream
  • Information sources, research methods and techniques utilized in water resources management
  • GIS - geodatabases, geographic information systems analyses and geoprocessing techniques and projections
  • Supervision principles and practices

Skills in:

  • Verbal and written communication
  • Technical writing and editing of complex reports   
  • Conveying technical subjects to a non-technical audience and presenting a concept in a concise and organized fashion
  • Organizing, managing and coordinating professional staff in several program areas
  • Effectively managing people and projects
  • Conducting complex research involving multiple data sources  
  • Analyzing and problems solving  

Ability to:

  • Manage/coordinate the work of staff in several program areas
  • Understand and effectively interpret and communicate complex statutes and Department rules, policies, and procedures

  • Identify opportunities for use of solutions to improve efficiency and reduce waste
  • Balance, prioritize and organize multiple tasks 
  • Build strong relationships inside and outside the organization
  • Lead and work collaboratively on teams and across organizations

 

SPECIAL FACTOR

 

This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).

SALARY 

 

The grade 22 salary range is $43,239 (minimum) - $60,354 (mid-point) - $77,468 (maximum). Typically, salaries are below the midpoint, but highly qualified applicants will be considered for higher salaries.
