Job Description

The position performs network screening and analysis of crash data including frequency, rate and predictive modeling (using Safety Analyst or other predictive modeling software). The position is responsible for production of annual network screening listings and evaluation of listings for dispositions and possible resolution of crash locations. The position is responsible for training, implementation and integration of predictive modeling into crash evaluation and network screening processes. The position also performs engineering design work including optimization using tools such as Interactive Highway Safety Design Model (IHSDM) or other optimization software to recommend and/or refine safety countermeasures. This position estimates the construction cost of various suggested enhancements and determines the Benefit/Cost ratios associated with the proposed enhancement(s) for each site.

 JOB SUMMARY

 

The position performs network screening and analysis of crash data including frequency, rate and predictive modeling (using Safety Analyst or other predictive modeling software). The position is responsible for production of annual network screening listings and evaluation of listings for dispositions and possible resolution of crash locations. The position is responsible for training, implementation and integration of predictive modeling into crash evaluation and network screening processes. The position also performs engineering design work including optimization using tools such as Interactive Highway Safety Design Model (IHSDM) or other optimization software to recommend and/or refine safety countermeasures. This position estimates the construction cost of various suggested enhancements and determines the Benefit/Cost ratios associated with the proposed enhancement(s) for each site.

Researches new or promising techniques or technologies for safety enhancement and provides background and briefing on new technologies.

The position reviews and approves design exception reports for other divisions.

This position writes official memos, reports and presentations under his or her own name at the completion of each safety evaluation. The position also supervises staff to conduct safety analysis.

 

Essential duties and responsibilities include but are not limited to:

  • Conducts network screening and analysis of crash data including frequency, rate and predictive modeling methods
  • Produces annual network screening listing of high fatal and serious injury crash intersections and segments and reports on disposition and possible solutions for resolving crash problems at these locations.
  • Conducts safety design optimization and alternative/near-term analysis of proposed or pending engineering projects using HSPM or similar programs.
  • Estimates or oversees the completion of the estimate for the proposed safety enhancements. This estimate is the cost used in determining the Benefit/Cost ratio. This Benefit/Cost ratio is used to determine viable enhancement alternatives.
  • Supervises and approves design exception reports
  • Supervises staff to ensure accurate completion of work and compliance with ADOT work standards.
  • Produces official memos, reports and presentations under his or her own name at the completion of each safety evaluation
  • Complete all required job-related ADOT employee training, provide training to other team members as applicable, and/or attend project or section meetings. Complete all other miscellaneous tasks and assigned duties related to Traffic Safety Section. Reply or respond to customers in a timely manner, by phone or e-mail. May drive a vehicle in the course and scope of State business.

 

 KNOWLEDGE, SKILLS AND ABILITIES

 

Knowledge of:

·         Engineering principles and practices including engineering design, computer aided drafting, design optimization and computer modeling.

·         Traffic engineering principles and practices.

·         Cost estimating.

 

Skills in:

·         Gathering, organizing, analyzing safety data and applying traffic engineering.

·         Arriving at conclusions and proposed recommendations.

·         Written/oral communication. Gathering, organizing, analyzing, and using data. Interpreting engineering construction plans.

·         Engineering statistics.

·         Economics, accident analysis and geometric design. Skills in writing technical reports.

·         Communicating verbally and in writing.

·         Skills in interpersonal skills.

 

Ability to:

·         Advise management of potential issues and suggested resolutions.

·         Grasp complex concepts. Communicate effectively verbally and in writing.

·         Give presentations to a variety of groups.

·         Manage time effectively.

·         Prepare reports as needed.

·         Focus on and complete the given assignments.

 

 

PREFERRED REQUIREMENTS

 

The ideal candidate for this position will have:

·         One-year experience equivalent to a Building Maintenance Technician.

 

PRE-EMPLOYMENT REQUIREMENTS

 

Note: Must possess a Professional Engineering license in the state of Arizona.

 

This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign the Driver Form (page 5) of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
