JOB SUMMARY

This Position is Open Only to Current ADOT Employees

 

The Highway Operation Technician Supervisor manages the assets of the maintenance operation unit which may include, but not be limited to: develop, implement and monitor annual work program assuring the scheduled activities are accomplished within the $1 million annual budget.

 

Additional duties include:

 

·         Prepare, execute and adjust annual work program. Monitors operations work plan implementation to ensure quality, timeliness and proper performance of operations activities

 

·         Schedule highway operations technicians, equipment, materials, and contractors needed to accomplish assigned tasks

·         Oversees maintenance and OOE expenditures for compliance with policies and procedures

·         Responsible for using leadership skills and technical expertise to supervise the work crews as needed to safely and efficiently perform highway operations work, operate equipment and respond to incidents

·         Perform performance appraisals and initiate disciplinary actions on employees

·         Review plans, specification and project assessments, attend field reviews and provide technical input

·         Provide technical input to construction orgs during the construction projects

·         Develop projects for submittal to construction program

·         Responsible for developing and reviewing technical specifications for maintenance contracts, administering contracts and service agreements to ensure terms are fulfilled, providing technical input

·         Monitor unit budget to ensure expenditures are within guidelines for work accomplishments and in compliance with procurement policies

·         Visually inspect roadway/roadside features to determine maintenance priorities and needs Responsible for conducting inspections of highway features to ensure compliance with design criteria and current safety standards for all Interstate and State routes within the districts' geographical area

·         Task required driving district routes on routine basis. Operate a state vehicle in the course of conducting State business

 

 

  KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

·         Department's mission and goals; federal, state and agency laws, rules, and regulations, policies and procedures, methods, practices, techniques, tools and equipment used in the construction and maintenance of highways

·         Safety practices and OSHA requirements

·         Managerial practices and supervisory techniques

·         State and department regulations governing procurement policies

·         Engineering principles and practices

·         Contract specifications and administration

·         Road and roadside materials

·         Hydrology and hydraulic principles as it relates to drainage facility maintenance

·         MUTCD and department traffic control requirements

·         Incident response and incident management techniques and local emergency regulations governing impact to biological

 

Skills in:

 

·         Leadership, work and time management and employee development

·         Written and oral communications

·         Reading and interpreting plans, standards, and specifications

·         Conducting OJT training

·         Visual analysis

·         Computer use and navigation of several computer programs

·         Negotiation and conflict resolution

·         Plan, organize, supervise, assign, inspect and evaluate the work of others

·         Motivate and evaluate staff and provide for their training development

·         Analyze complex highway maintenance problems, evaluate alternatives and recommend or adopt effective courses of action

·         Develop and implement work standards

·         Prepare clear and concise records, reports and other written materials

·         Exercise independent judgment and initiative within established guidelines

·         Establish and maintain effective relationships with external and internal customers

 

 

  PREFERRED REQUIREMENTS

The ideal candidate for this position will have;

Required training (or proven equivalent) in Accident Reduction Techniques (START), Equipment Operator Training and Evaluation Program, Traffic Control MUTCD Three years’ experience as a Highway Operations Tech II, or two years as a Highway Operation Tech Ill, or one year as a Highway Operation Tech IV

 PRE-EMPLOYMENT REQUIREMENTS

 

This position requires possession of a valid Arizona Class D Driver License.  Candidates for this position must complete page 5 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR).  The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I).  The review must show an acceptable driving record prior to any offer of employment being made by ADOT.  Employment is contingent upon an acceptable MVR.
