JOB SUMMARY

This position will play a key role in assisting the BNPA Finance Manager by overseeing all procurement and other financial operation related activities, including inventory and warehouse operations, to meet the objectives and tasks of the Bureau. This position will also develop and maintain all personnel policies and procedures needed to meet state and federal requirements for operations in multiple state plans and bureaus.  The individual in this role will ensure confidentiality of information and train all employees to assure compliance with both state and federal rules and regulations.

What will I be doing in this job?

-         Overseeing and making some decisions on all procurement and other financial operation related activities which include approve all purchase requests, issuing purchase orders, change orders, receive invoices for payment by Accounts Payable, close-out purchase orders as required by the terms of the purchase order or as requested by program and monitor expenditures.

-         Overseeing the development and review of all submissions of personnel actions for 150 employees for the Assistant Director and three bureaus in Public Health Prevention Services

-         Tasks includes the management of all personnel actions, track and produce organizational charts

-         Monitoring and maintaining the personnel vacancy report for the AD, and attending a variety of meetings as a representative for the AD, and the four bureaus

-         Assisting program staff in solving financial, contractual and purchasing issues

-         Serving as key office contact with Accounting, Procurement and ITS department to resolve business and finance issues, determining appropriate resolutions, writing reports, letters, and memos as required

-         Supervising the receptionist at the front desk and support staff

-         Developing front desk coverage schedule, and acting as a liaison for all administrative support requests

-         Overseeing and ensuring that bureau employees time entry are entered and approved in a timely manner biweekly

-         Providing direction and training to program staff in all business-related processes, including policies and procedures related to business (HR) and finance functions

What does this job require?

-         Concepts of program planning and design

-         Laws, regulations and trends in the area of personnel management

-         Arizona Managing Accountability Performance (MAP) system

-         State Accounting System (AFIS) and how it works

-         State of Arizona statutes as they relate to the management and control of state assets

-         Using AFIS to record financial transactions involving assets

-         Providing effective guidance in the areas of personnel management and performance evaluation.

-         Effectively working with and maintaining confidential information

-         Conceptualizing, planning and evaluating fiscal operations

-         Extracting, compiling, evaluating, analyzing and presenting fiscal information and personnel data.

-         Negotiating, facilitating, and resolving complex issues involving multiple interests

-         Learn ADHS and ADOA Policies and Procedures for maintaining records of state assets

-         Learn State personnel rules and statute

-         Learn the program funding structure, statutes and mandates regarding program functions, fund source requirements, statutory limitations, program spending plans, and policies and operations of the service unit.

Qualifications?

The ideal candidate will have:

-         Bachelor Degree with one year of experience in management

-         WIC experience

 

Licenses and Certifications?

Driving is required for State Business.

-          Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records and must complete any driver training (See Arizona Administrative Code R2-10-207.12).
