JOB SUMMARY

 

The Field Reports Manager under the general direction of the State Construction Engineer is responsible for work of considerable difficulty and complexity which requires extensive business operations, planning, organizing, and directing through subordinate staff.

 

Duties include:

 

·         Directs plans and prioritizes functions of the Field Reports Unit and the consultant Contract Unit, which includes development of programs, directive and policies affecting Construction Project Management, specialized computer applications, budgeting, financial accounting functions, personnel activities and management information systems

·         Represent the agency internally to Field Offices, and externally to Local Public Agencies, government agencies, contractors and subcontractors regarding complex issues including compliance to State and Federal statutes, administrative rules, policies and procedures, interpretation of Construction Specifications, U.S. Department of Labor Davis-Bacon compliance and conformance with FHWA standards

·         Audit and approve all Construction Project Finals submitted to Contract Accounting , FHWA Final voucher Monitor and evaluate contract compliance, develop and ensure compliance of policies and procedures, analyze productivity. Verify conformance with State, and Federal laws and regulations

·         Evaluate and resolve technical budgetary, compliance, construction, and costing related issues referred by State Construction & Materials Engineer. Identify new processes for review and incorporation into the Standard Specification, Policies and Procedures and the Construction Manual

·         Negotiate complex Labor Compliance Issues per Davis-Bacon law and Title 29 Code of Federal Regulations between Contractors, the U S Department of Labor and FHWA

  KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

·         Davis-Bacon Labor Regulations

·         Research and analytical knowledge

·         Construction methods and procedures

·         Federal and State Statutes related to Highway Construction

·         Office management and interpersonal skills

 

Skills in:

 

·         Legal requirements for compliance of the Davis-Bacon and other DBRA acts.

·         Research and analytical techniques

·         Construction methods and procedures

·         The Highway Development Process

·         Standard Specifications and Contract Documents

·         Federal and State Statutes as they relate to state highway system

·         Arizona Administrative Rules

·         ADOT policies and procedures, including Personnel Rules

·         Budgeting control

 

Ability to:

 

·         Plan and prioritize work assignments

·         Effectively delegate

·         Write in a clear, concise, and effective manner

·         Exercise considerable judgment in dealing with new/non-routine situations

·         Formulate solutions

 

  PREFERRED REQUIREMENTS

The ideal candidate for this position will have;

Four years’ experience equivalent to Contract Management Specialist 2 monitoring contractual expenditures required or as an Administrative Service Officer 3 or audit/compliance related position.

 

Education-BA degree in Business, Public Administration, Accounting, Mathematics, Business Administration or related field desirable

This position requires possession of a valid Arizona Class D Driver License.  Candidates for this position must complete page 5 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR).  The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I).  The review must show an acceptable driving record prior to any offer of employment being made by ADOT.  Employment is contingent upon an acceptable MVR.
