The Department of Child Safety (DCS) is in search of a State Licensing Surveyor with experience in regulatory compliance, code compliance and / or enforcement. Experience in the construction industry is a plus.


The State Licensing Surveyor is responsible for completing inspections to verify applicable laws and regulations are being observed. This position conducts life safety inspections and ass essments for the purpose of Family Foster Home and Residential Group Care licenses issued by the Department of Child Safety.  In addition, this position conducts training, provides technical assistance regarding life-safety requirements, and participates in enforcement actions as necessary.


**Frequent travel throughout the State of Arizona will be required to perform duties. Evening and weekends may be required to perform duties.  May not seek nor maintain a license or certification for any services regulated by the Office of Licensing and Regulation (OLR), nor seek or maintain secondary employment with any entity regulated by OLR during employment within OLR.


-          Inspects 1 to 10 sites per day to assess compliance with life safety standards and department standards

-          Details inspection findings and communicates results with applicant/licensee and internal/external stakeholders

-          Provides technical assistance and training to applicants, licensees, and internal/external stakeholders on site or in a training environment

-          Enters inspection results into the department's electronic database

-          Performs other duties appropriate to the assignment


Knowledge of:

-          Regulated human services areas (e.g., foster care, child welfare, or services to individuals with developmental disabilities)

-          Fire and structural safety codes and standards, principles of sanitation, and disease control

-          Interview and information gathering techniques

-          Problem solving techniques

-          Writing and presentation of reports

-          Statewide geography

-          Personal computers and software (e.g., Microsoft Office, Access, Excel, etc.)

Skill in:

-          Excellent organizational skills and workload management

-          Conflict resolution and decision making

-          Documenting observations in clear, factual, and detailed terms

-          Providing excellent customer service

-          Verbal and written communication

-          Establishing and maintaining interpersonal relationships

Requires the possession of, and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12).


Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration.


Must be able to secure and maintain an Arizona Fingerprint Clearance card.

Must be able to secure and maintain clearance from the CPS Central Registry.



-          Bachelor's degree in Health Science, Public Health, Sanitation, Fire Science, or a closely related field; OR

-           Three (3) years of experience directing/regulating licensed or certified human care services

-           Bi-lingual in English and Spanish


Employment is contingent on the selected applicant passing a background investigation.
