Assessment and High School Equivalency (HSE) Specialist

 Adult Education Section

Phoenix Location

Salary Range: $55,000-$60,000


  • Analyze and prepare data, statistical and programmatic reports
  • Support unit with data reports and analysis pertaining to performance outcomes related to standardized assessments
  • Plan and conduct professional development sessions as needed for local providers on program operations, including assessment processes and procedures, and work with vendors to develop and provide professional development on assessments
  • Monitor and evaluate local programs for assessment policy compliance and provide technical assistance on standardized assessment processes and procedures, and testing accommodations
  • Oversee the implementation of the Career-ready Portfolio Pathway to HSE, monitor for compliance, and provide technical assistance to local providers in evaluating college transcripts, high school transcripts, Career and Technical Education (CTE) courses, etc.  and oversee evaluation process of applications submitted through this pathway
  • Communicate with ADE staff, Work Innovation and Opportunity Act (WIOA) partners and the public regarding the HSE system and adult education; disseminate HSE system information as requested; handle escalated calls from the public
  • Assist in monitoring all official HSE Testing Centers for compliance with Federal/State policies and regulations through test center visits and follow up with the General Educational Development Testing Service (GEDTS) on the Corrective Action Plans developed for any monitored HSE Testing Center
  • Occasional in-state and out-of-state travel is be required for this position

  • Complete understanding of applicable laws and Arizona jurisdictional rules on HSE testing policies
  • Regulations and procedures required by the GEDTS
  • Complete understanding of how to interpret and evaluate Arizona college transcripts and high school transcripts
  • Understanding of the Arizona Career and Technical Education system in Arizona
  • Understanding human behavior to facilitate working with various HSE test administrators and examinees, adult education personnel and the general public statewide
  • Complete understanding of standardized assessment processes and requirements (WIOA), the Arizona State Plan for Adult Education and the Americans with Disabilities Act
  • Applicants must be currently certified or able to be certified as an HSE Test Administrator
  • Must be currently certified or able to be certified to administer the state-approved adult education assessments
  • A bachelor’s degree is required.


  • Prepare computerized spreadsheets, pie-charts, graphs and reports
  • Read and evaluate assessment scores for accommodation requests
  • Design, develop, and implement training manuals and programs for statewide orientations, training sessions, and professional development conferences
  • Intermediate skill in using Microsoft Outlook Word Excel, and Internet Explorer


  • Prepare, analyze and interpret statistical data, including assessment data, and how those statistics will impact the Adult Education System in Arizona
