Job Description

The Accounting Specialist I will compile, analyze, and verify refund documentation for accuracy, timeliness, and integrity of information. Refunds that will be processed include, but are not limited to; Central, Fuel Tax, IFTA, IRP, and miscellaneous revenue. This position will verify calculations for refunds as directed by statutes, policies, and procedures. The responsibilities also include updating refund information in mainframe accounting system, preparing them for approval, maintaining excel spreadsheets and various programs to reconcile accounts. Additionally, this position will maintain records and files to substantiate all transactions are completed prior to deadlines and adhere to State statutes, rules, department policies and procedures. There is also a need to research refund inquiries from taxpayers and agency personnel and answer questions related to refund procedures, and the ability to correspond in a professional manner in writing and verbally with other agencies and taxpayers.

  JOB SUMMARY

Essential Duties and Responsibilities include but are not limited to:

 This position may be called upon to drive a state-owned or a private vehicle to the conduct of State business.  

  KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge in:

  • Principles of fiscal and governmental accounting
  • Title 28, Arizona Revised Statutes
  • Arizona Administrative Codes
  • State and ADOT policies, rules and regulations
  • Automated accounting systems used by the State and ADOT
  • Mainframe and PC accounting systems, including spreadsheet functions and databases

Skills in:

  • Effective, professional oral and written communication
  • Utilizing computer spreadsheets, databases, and other automated tools to complete work tasks efficiently and accurately
  • Reconciling complex accounts
  • Research and problem solving
  • Organizational practices
  • Prioritizing work activities and others to ensure that deadlines are met
  • Interacting effectively with internal and external stakeholders

Ability to:

  • Communicate in a clear and professional manner, both verbally and in writing
  • Synthesize a complex work task and/or situation, and present recommendations for a course of action
  • Achieve college-level mathematical and accounting proficiency
  • Execute complex financial/process analysis and interpretation
  • Organize and prioritize
  • Understand and use computers and accounting software for performing complex financial tasks

 

 PREFERRED REQUIREMENTS

The ideal candidate for this position will have:

Completion of twelve semester hours of accounting courses

OR

One year governmental accounting experience which includes experience with reconciliations and working with spreadsheets and deposits

OR

Two years general accounting experience 

 PRE-EMPLOYMENT REQUIREMENTS

This position requires possession of a valid Arizona Class D Driver License.  Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR).  The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I).  The review must show an acceptable driving record prior to any offer of employment being made by ADOT.  Employment is contingent upon an acceptable MVR.
