ADWR is seeking a Water Resources Specialist IV for the Adjudications Section.  

JOB SUMMARY                                                                                                                              


This position will provide support to the Arizona General Stream Adjudication Courts as described in Arizona Revised Statutes 45-256(A). This position serves as a senior level water resources specialist and will be responsible for assisting the efforts of the Adjudications Section. This position will include defining goals and objectives and directing efforts on large and complex hydrological studies and reports, often leading or supporting a project team; reviewing and developing technical documents; and proposing and conducting studies that result in appropriate modeling of groundwater/surface water interactions. This position is expected to understand applicable laws related to Arizona’s stream adjudications, and will instruct staff regarding procedures and techniques to be used, quality of results expected and project time lines, goals and objectives. Responsible for gathering data that will be used directly or indirectly in legal proceedings.


The position responsibilities include providing GIS studies, hydrological reports, and other documentation to support the General Stream Adjudication court proceedings. This position will coordinate projects with other ADWR staff, other governmental agencies, and the public. The position may act as an Agency technical expert witness in court cases.  


Knowledge of:

  • The nature and occurrence of surface water and groundwater, specifically as it relates to the hydrology of Arizona;
  • ADWR policies/direction regarding managing the state’s water resources;
  • GIS - geodatabases, geographic information systems analyses and geoprocessing techniques and projections;
  • State and Federal court rulings impacting water resources management in Arizona;
  • The legal, institutional, and physical aspects of water supply and utilization;
  • Cultural water demands including agricultural, municipal, and industrial uses;
  • Conducting field investigations and collecting a variety of water-related data using GPS systems and other equipment such as flow meters, water level recorders, etc.;
  • Arizona General Stream Adjudication, current local, state and federal laws, rules and policies related to water resources planning and management; and
  • Specialized fields such as aquifer test analysis, groundwater modeling, geophysics, geochemistry.

Skills in:

  • Analyzing and evaluating detailed hydrological data and reports including water level elevation maps, well logs, groundwater flow models, geologic interpretations and water budgets;
  • Field techniques;
  • Aquifer test analysis;
  • Groundwater modeling;
  • Working with relational databases;
  • ESRI mapping software - ArcGIS/ArcMap/ArcPRO mapping tools;
  • Using computers/computer models to compile, analyze, and interpret water resource management data including database development and GIS applications;
  • Preparing maps and drawings based on field data, aerial photographs, land surveys, etc.;
  • Performing calculations related to water use, surface water flow conditions, etc.
  • MS Office Suite - Access, Excel, Word, PowerPoint
  • Analyzing and presenting statistical data
  • Able to perform data entry, write technical reports.

Ability to:

  • Work outdoors for extended periods of time;
  • Review a variety of legal, regulatory, and technical documents related to water resources;
  • Solve technical problems and solve issues;
  • Communicate effectively with the public, in both written and oral form;
  • Coordinate projects with other ADWR staff, other governmental agencies, and the public;
  • Work alone, work in team environment, prioritize work activities, set goals, be self-motivated;
  • Use computers to retrieve, organize, and present water resource management data;
  • Use analytical methods;
  • Apply techniques to study water resource management issues impacting the State of Arizona;
  • Establish and maintain effective relationships with various levels of governmental and regulated business officials, community leaders and the public;
  • Manage multiple tasks and meet deadlines.

This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)




The grade 22 salary range is $43,240 (minimum) - $60,354 (mid-point) - $77,468 (maximum). Typically, salaries are below the midpoint but highly qualified applicants will be considered for higher salaries.
