JOB SUMMARY

Under general direction of the Employee Relations Manager, the Senior HR Analyst is recognized as an expert in own area and has specialized depth and/or breadth of expertise in Employee Relations with working knowledge in HR Operations, Recruitment, and Classification/Compensation.  The individual in this position interprets issues and recommends solutions or best practices; solves complex problems, taking a broader perspective to identify solutions; and acts as a resource to lower level colleagues.  This position may lead functional teams or projects.

What will I be doing in this job?

-         Providing counsel, direction, and information to management, supervisors, and employees pertaining to Employee Relations, administrative investigation, FMLA, ADA, and other HR areas

-         Ensuring policies and procedures are followed in accordance with relevant laws, rules, and policies

-         Conducting Employee Relations investigations, inquiries, and/or fact-findings; meeting and interviewing employees at all levels throughout the agency

-         Conducting research relative to the subject issues

-         Drafting and preparing investigative reports, findings, EEOC position statements, official responses, disciplinary letters, and other official responses

-         Participating in the development and/or the implementation of interpretation of applicable policies and procedures, guidelines

-         Responding to requests for information and assistance from management, supervisors, and employees

-         Developing and implementing various human resources programs for Employee Relations and conducting special research, studies, and projects, presentations, etc.

-         Assignments may span across other HR disciplines i.e., Operations, Recruitment, and/or Classification/Compensation

What does this job require?

-         Current principles, practices and methods used in the administration of an HR program; federal and state employment laws, state statutes, rules and regulations; agency policies, rules and regulations; and principles and practices of modern organizational development.

-         Communicating effectively verbally and in writing

-         Establishing priorities among conflicting needs; researching, collecting, and analyzing data and reports; and developing and implementing various improvement initiatives for assigned program areas

-         Analyze specific problem situations and determine acceptable solutions within the framework of laws, rules and regulations; perform research, collect and analyze data and report information

-         Negotiate and apply reason persuasively to resolve Employee Relations issues

-         Comprehend and make inferences from written material

-         Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes and work cooperatively and jointly to provide quality seamless customer service; demonstrate continuous effort to improve operations and streamline work processes

Qualifications?

The ideal candidate will have:

-         Bachelor's Degree in Human Resources or closely related field and two years’ experience as an Intermediate Human Resources Analyst or equivalent experience; OR five years of Employee Relations experience at the HR Intermediate level

-         Preference given to candidates with relevant HR certification; and one or more years of supervisory experience

Licenses and Certifications?

Driving is required for State Business.

-          Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records and must complete any driver training (See Arizona Administrative Code R2-10-207.12).
