This position is responsible for the supervision of the Accounts Payable section of the Central Office Accounting Unit.


-          Reviews, releases, and has signature approval of all types of fiscal transactions produced within the Central Office Accounts Payable Unit (claims, transfers, journal entries, etc.)

-          Supervises Central Office Accounts Payable Unit staff, leads meetings, approves schedules, evaluates performance, conducts interviews, and makes hiring and disciplinary recommendations

-          Evaluates workloads and determines assignments for staff

-          Answers questions, conducts research, resolves problems, interacts with vendors, business office staff, and other state agencies officials

-          Serves as the administrator of Travel Card Program and submits the Foreign Travel Report

-          Reconciles grant financial transaction processing and reporting

-          Supervises reconciliations of agency P-cards

-          Recommends changes to policies and procedures

-          Designs, implements, and maintains internal controls for the unit

-          May be required to drive on State business

-          Performs other duties appropriate to the assignment


Requires possession of, and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12).


Requires Bachelor's Degree in Accounting is required for this position.



Knowledge of:

-          Generally Accepted Accounting Principles (GAAP)

-          Comprehensive knowledge of federal and state laws, and of statutes and regulations pertaining to accounting

-          Principles, concepts, practices, methods and techniques of governmental accounting, internal controls structure and fiscal management

-          State accounting rules, practices and procedures

-          Reconciliation of bank accounts, budget and fiscal report and forms preparation, financial records maintenance and formats, identifying and resolving discrepancies

-          Management and supervision principles, methods, and techniques, and team motivation

Skill in:

-          Utilizing various spreadsheet and word processing software to produce financial reports and respond to requests for information

-          Work organization and time management

-          Analysis, interpretation and communication of financial data

-          Maintaining accounting records through automated accounting systems, personal computer and mainframe computer

-          Verbal and written communication

-          Establishing and maintaining positive interpersonal relationships

-          Problem solving and decision making

Ability to:

-          Learn and adhere to Arizona Department of Corrections (ADC) policies and financial services procedures affecting areas of assignment

-          Learn, understand, and use State of Arizona Accounting Manual (SAAM), Arizona Financial Information System (AFIS), and ProcureAZ

-          Learn and interpret Agency policies and financial services procedures


-          Master’s Degree in Business Administration or Accounting

-          Certified Public Accountant licensed by the state of Arizona

-          Minimum of one (1) year experience as a supervisor or team lead
