The Department of Economic Security Division of Employment and Rehabilitation Services is seeking an experienced and highly motivated individual to join our team as an Unemployment Insurance Manager. This position is responsible for supervising Special Programs Client Advocate and Adjudication units. The position will provide accurate and consistent interpretation of federal and state employment laws, provides leadership, mentoring, coaching to staff direct and indirectly.

Job Duties:

-          Supervise Special Programs, Client Advocate, and Adjudication units

-          Provide technical assistance and direction based upon research, analysis and interpretation of program rules, regulations and policies

-          Provide instructions and determine solutions within the programs administered by the Unemployment Insurance Program.

-          Ensure proper payment of benefits for eligible claims for Unemployment Insurance Approved Training Programs, Shared Work, Federal /Military Claims, Disaster Unemployment Assistance, Labor Disputes, Combined Wage Claims, and Electronic Payments.

-          Research and collect data

-          Prepare reports based upon statistical and programmatic research and analysis

-          Review and approve program reports to be submitted to senior management. Handle customer complaints and take appropriate action for resolution.

-          Evaluate MAP performance. Conduct interviews for UI position; recommend personnel actions; approve leave, ETE timecards and trainings. Conduct quality reviews of adjudications and decisions by staff. Review requests for claimant appeals and employer protests.  Develop and monitor corrective action plans.

 

Knowledge, Skills and Abilities:

-          Knowledge of State and Federal laws, regulations, and policies governing public employment, social service systems.

-          Equal Employment Opportunity and labor relations. This also includes knowledge and understanding of Department of Labor regulations and polices.

-          Knowledge of departmental policy and procedures and adult education systems; principles of record keeping and needs of clientele and stakeholders.

-          Knowledge of concepts and practices utilized in programs related to employment services.

-          Skills related to leadership and teamwork, excellent written communication (correspondence, policy, reports and memorandums).

-          Excellent oral communication, including public speaking and facilitating meetings.

-          Skill in conducting research and interpretation of state and federal regulations.

-          Skill in analyzing and interpreting programmatic data, problem identification & resolution, statistical performance & performance tracking.

-          Skill in establishing and maintaining relationships with all stakeholders, public and private as well as training and providing technical assistance.

-          Skill in electronic data systems and records.

-          Skills in Microsoft Office, particularly with Excel and PowerPoint software.  Type (35-45 wpm)

-          Ability to think strategically, apply abstract principles and goals, and complete projects timely. 

-          Ability to organize and mobilize internal and external stakeholder (program, staff, employers, local workforce partners, management). 

-          Public speaking, ability to clearly communicate program related information. 

-          Ability to teach new policies and procedures to stake holder.

-          Ability to work independently (as well as teams), make independent decisions, use effective time management, attention to detail, and manage multiple projects. 

-          Work with multiple stakeholders in a constantly changing environment, leading work groups and facilitate decision making.

 

Licenses and Certifications:

-          If the position is required to drive on state business, the position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12).

Qualifications:

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees

-          Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
