Strong, self-confident and highly skilled supervisors are invited to submit resumes for the Human Resources (HR) Operations Manager with the Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR).

Under direction from the Administrator of Human Resource Operations, this position manages through subordinate supervisors the day to day operations of the institution HR offices located statewide and HR for the Correctional Officer Training Academy. The HR Manager will operate clearly and efficiently with a great deal of communication, prioritization and urgency.


-          Interviews and hires subordinate staff, trains, assigns job tasks, work projects, approves leave and evaluates work performance, taking corrective action when necessary

-          Manages the development of institution HR practices and procedures, and establishment and implementation of statewide HR Liaison proficiencies, training, audits and technical manuals

-          Participates in self audits ensuring compliance with rules, policies, procedures, and internal operating guidelines

-          Develops audit tools and validates compliance by analyzing records, reports, files and by observing operating procedures

-          Documents and communicates findings by producing and reports

-          Facilitates and chairs various meetings including staff and unit meetings, Arizona Management System (AMS) related meetings and work groups statewide

-          Reviews HRIS entries and ensures records are produced timely, accurately and are thorough

-          Tracks error rates and completes statistical reporting on a wide range of required HR measurements

-          Drives on state business

-          Performs other duties appropriate to the assignment


Requires possession of, and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12).


Knowledge of:

-         Human Resources Information Solution (HRIS) payroll/personnel data system

-         HR State and Federal Laws

-         ADOA Personnel Rules and ADCRR department policies and procedures  

-         Microsoft Office Suite, G-Suite

-          I-9 process and E-verify

-         Principles and practices of management and leadership

Skill in:

-          Verbal and written communication

-          Auditing procedures, principles and practices

-          Producing detailed, clear and concise audit reports

-          Developing and maintain effective working relationships

-           Management and supervision

-       Personal Computer or related peripheral equipment   and various software programs

-          Office organization

-       Problem solving, analytics, time management and team building

-          Multitasking and proving a high level of customer service

Ability to:

-          Recognize inefficiency and streamline work flow

-          Meet deadlines and adjust to shifting priorities

-          Learn Research and analyze to compile supporting information from a wide variety of sources

-          Organize facts and draw clear and logical conclusions

-         Work independently with minimal supervision

-           Drive on State business


-        Three (3) years experience supervising a State HR Office and/or program consisting of processing pay and benefit actions, personnel audit, running HRIS or other comparable system reports, process improvement and leading teams

-        Bachelor’s degree in a related field and/or Human Resources Certification
