Customer Service Representative 3

JOB SUMMARY

 This Position is Open Only to Current ADOT Employees

Ensures compliance with the requirements of Motor Carrier functions; establish, update and renew International Registration Plan (IRP) and International Fuel Agreement (IFTA) accounts; independently review applications, determine compliance; establish, update or renew accounts. Ensure proper application and compliance with ARS Title 28, MVD's title and registration policies and procedures, Federal Motor Carrier Safety Administration (FMCSA) policies. Issue Permanent Fleet Registration and renew Transporter licenses; collect Rental Surcharge taxes and permit taxi, livery and limousine; issue license plates, tabs, vehicle registration, permits, IFTA licenses and decals; research and review legal documents, reports and web sites to ensure compliance with the specialized registrations and tax requirements; provide clarification and information regarding unit functions and requirements and assist fellow employees in answering technical problems related to unit work; ensure customer transactions are processed in an accurate and timely manner; data entry of account information into databases, collect information for customer files, ensure appropriate filing is performed for each account; calculate and reconcile fees, research and request refunds for customers; verify transmission of data between different databases and a variety of organizations on line, by phone, e-mail or postal mail; process cash room functions, deposits of fees collected daily; resolve complex issues; organize and perform periodic purging of account files according to IFTA, IRP and MVD retention schedules.   Click here to learn more about MVD! 

Essential Duties and Responsibilities include but are not limited to:

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • ARS Title 28, Arizona Administrative Rule, MVD policies and procedures systems and relevant statutes
  • Rental vehicle surcharge requirements; Fleet requirements; IFTA and IRP requirements.
  • MVD forms and their general use and application.
  • General knowledge of trucking/ motor carrier industry business terminology and practices.
  • Working knowledge of various computer hardware, software, databases, (Title and Registration, MCarrier, TARGATS, MCMIS, tracking logs, customer database, Microsoft office tools (Word, Excel, Access),
  • Knowledge of laws, regulations, policies and procedures mandated by US Federal Motor Carrier Highway System.

  •  Written and oral communication skills along with professional and interpersonal relations skills to interact with and assist customers. Proper business communications, including use of correct spelling, punctuation, and grammar.
  • Strong analytical and problem solving skills
  • Multi-tasking quickly, independently and with flexibility under tight deadlines
  •  Telephone and email etiquette/ electronic communication as well as computer skills to perform data entry.
  •  Math/ Computation skills to review documents and handle cash room and ARMANI functions and payments received.
  • Complete tasks independently or in a group setting ensuring transactions are completed in a timely manner.
  • Analytical and resolution skills to resolve problems that may arise.

Ability to:

  • Ability to effectively provide technical expertise to customers and fellow employees, resolve problems and answer questions regarding Rental Vehicle Surcharge, Fleet Unit transactions, IFTA licensing, IRP registrations and other Unit functions.
  • Ability to operate general office equipment, answer phones, draft correspondence in various forms.
  • Multi-task among various tasks/projects and effectively evaluates situations and problems for resolution and/or the need to elevate serious problems to management. 
  • Provide data base and system testing as required for implementing changes.
  • To participate and attend MVD Title and Registration training classes to obtain the needed certification to perform motor carrier transactions.

PREFERRED REQUIREMENTS

The ideal candidate for this position will have:

An ideal candidate will have at least two years of customer service experience. Would also have skills and knowledge of complex correspondence, policies and procedures, and use of databases.

PRE-EMPLOYMENT REQUIREMENTS

This position requires possession of a valid Arizona Class D Driver License.  Candidates for this position must complete and sign Part 1 and Part 2 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR).  The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I).  The review must show an acceptable driving record prior to any offer of employment being made by ADOT.  Employment is contingent upon an acceptable MVR.
