The Department of Economic Security, Division of Technology Services is seeking an experience results orientated Governance, Risk and Compliance Manager to join our team. The Governance, Risk and Compliance Manager is responsible for oversight and coordination of the Governance, Risk and Compliance program with IT Security. This position will lead the development and implementation of the system-wide risk management function of the information program to ensure information security risks and identified and monitored. Additionally, this role will have oversight of creating a structured approach to align IT with business objectives, while effectively managing the risk and meeting regulatory compliance. This position will proactively identify and address ongoing regulatory requirement related to compliance through NIST standard and guidance. This position is responsible for overseeing the Governance, Risk and Compliance team.

 

Knowledge, Skills and Abilities:

-          Knowledge of Risk Management Framework terminology, processes, characterization models, etc.

-          Strong understanding of Audit and Controls (NIST 800 Series, IRS Pub 1075, SOC 2, HIPAA, PCI, etc.

-          Understanding and have a strong knowledge of NIST 800-53r4

-          Experience properly applying investigative techniques

-          Experience performing risk analysis and audits

-          Experience developing or recommending analytic approaches or solutions to problems and situations for which information is incomplete or for which no precedent exists

-          Assessing security controls based on cybersecurity principles and tenets (e.g., CIS CSC, NIST SP 800-53, Cybersecurity Framework, etc.)

-          Ability to apply cybersecurity and privacy principles to organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation

-          Understanding of technology, management, and leadership issues related to organization processes and problem solving

-          Experience providing strong customer service - respond promptly to customer needs; take a customer-centric approach to problem solving; solicit customer feedback to improve service; respond to request for service and assistance; meet commitments;

Licenses and Certifications:

-          Bachelor’s degree OR 8 or more years of related experience plus 3 or more years of management experience (or equivalent experience).

-          Arizona Level 1 Clearance Card Employee shall obtain and maintain a valid Level One fingerprint clearance card that meets DES requirements for a Level One card pursuant to Arizona Revised Statute 41-1969.

-          If the position is required to drive on state business, the position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12).

Qualifications:

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees.

-          Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

-          Preferred candidate will possess Bachelors Degree in Auditing or Computer Science

-          Preferred candidate will possess Certified Information Systems Auditor (CISA) Certification
