Job Description

The position will facilitate smooth interactions and identify actions to address issues while involving appropriate ADOT groups and functions. This position will assist the Final Voucher Supervisor in training the staff, providing solutions and making recommendations for improvement on issues that have occurred. The position will ensure projects and construction funding in compliance with federal and state regulations/statutes/policies. The position examines contracts, change orders, inter-governmental agreements, and other contractual documents in addition to verifying authorizations and approvals. The position performs detailed examination while reviewing and comparing documentation for project costs, amounts billed, and reimbursement; as well as verifying accuracy payments to consultants, vendors, and local governments. The review verifies correct pro-ration of federal and local matching billings for construction and engineering costs, and assessments of liquidated damages. The position is responsible for preparing adjusting entries for costs and charges based on eligibility and funding sources, using ADOT's financial system in addition to various Microsoft applications to perform the document research and final voucher preparation. When applicable, streamline processes or procedures related to the project lifecycle.

  • This position is responsible for reviewing, analyzing, reconciling, make necessary adjustments and closing the agency's financial billing records by project for final voucher to release unspent obligations of federal or state funds.
  • Ensure that federal and state requirements relative to project and construction funding are met with ADOT's current financial systems.
  • Research and resolve discrepancies on financial and technical issues.
  • Take an active role in the development of desk procedures and assist with the development of policies and procedures for the Final Voucher area.
  • Assist in the streamlining processes or procedures related to the project lifecycle when applicable.
  • Assist the Final Voucher Supervisor in training the staff, providing solutions and making recommendations for improvement on issues that have occurred.
  • Facilitate smooth interactions and identify actions to address issues, resolving questions and problems involving appropriate ADOT groups and functions.
  • Re-audit project phases for Final Voucher on project close, serves as technical advisor to projects related to AFIS.

  • How to conduct analysis to ensure costs are properly allocated
  • Principles and practices of Auditing and Accounting to ensure that project complies with GAAP standards
  • Internal control structures and automated accounting systems
  • Principles, concepts, practices methods & techniques of governmental accounting, internal control structures and fiscal management
  • Project lifecycle throughout ADOT

 PREFERRED REQUIREMENTS

The ideal candidate for this position will have: 

Bachelor's degree with a major in accounting from an accredited college or university

OR

Bachelor's degree in a related field with a minimum of 24 semester hours of accounting courses AND One year of governmental accounting experience. 

 PRE-EMPLOYMENT REQUIREMENTS

This position requires possession of a valid Arizona Class D Driver License.  Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR).  The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I).  The review must show an acceptable driving record prior to any offer of employment being made by ADOT.  Employment is contingent upon an acceptable MVR.
