The Department of Economic Security, Division of Business and Finance, is seeking an experienced and highly motivated individual to join our team as Policy Analyst for the Office of Accounts Receivable and Collections.  The individual in this position reviews, drafts and revises administrative policies and procedures applicable to accounts receivable and collection activities for more than 30 DES programs, such as Nutrition Assistance, Temporary Assistance to Needy Families, Child Care, Jobs Program, and Unemployment Insurance.  Functioning as a significant team member, the Policy Analyst tracks and ensures existing policies and procedures are current and relevant and makes modifications based on changes to laws, rules, and needs of the Division and DES.

Knowledge, Skills and Abilities:

-          Knowledge of principles and practices of research, planning and analysis.

-          Knowledge of concepts of policy development and design.

-          Knowledge of State and Federal laws, rules, and regulations, governing DES, and DES programs.

-          Knowledge of DES administrative policies and procedures.

-          Knowledge of database updating and structuring.

-          Skill in research and policy analysis.

-          Skill in interpersonal relationships.

-          Skill in development of policy to meet diverse needs of internal and external stakeholders.

-          Skill in verbal and written communications.

-          Skill in coordinating and structuring complex concepts into understandable, cohesive, and effective formats.

-          Skill in writing professional documents for varied purposes and audiences.

-          Ability to communicate complex ideas and prepare and present information to diverse audiences.

-          Ability to accept, organize, and prioritize direction from various points of contact.

-          Ability to work cooperatively and effectively as a team member.

-          Ability to prepare review and provide guidance on policy and procedure development.

Licenses and Certifications:

-          Travel may be required for State business.  Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01).  Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

-          Obtain and maintain a valid Level One fingerprint clearance card issued pursuant to S.B.1164.

Qualifications:

-          Prefer three years of experience researching, analyzing, coordinating, and writing policy documents for an organization; or three years of experience in DES or a similar governmental agency; or three years of experience in auditing documents to determine if Federal and State law and regulations were followed correctly.

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees

-          Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
