Job Description

The Dispatcher performs incident management tasks and dispatch mobile response units utilizing a Computer Aided Dispatch system. Dispatchers serve as the agencies primary point of contact for Traffic Incident and Emergency Management purposes and initiate/coordinate agency response for any situation/incident affecting the function of an ADOT maintained transportation system, including dispatching the appropriate personnel and resources.

Transportation Systems Management and Operations (TSM&O)

JOB SUMMARY

The Dispatcher performs incident management tasks and dispatch mobile response units utilizing a Computer Aided Dispatch system. Dispatchers serve as the agencies primary point of contact for Traffic Incident and Emergency Management purposes and initiate/coordinate agency response for any situation/incident affecting the function of an ADOT maintained transportation system, including dispatching the appropriate personnel and resources.

 

Additional Duties Include:

 

·         Perform incident management tasks as needed.

·         Activating DMS with appropriate messages, utilizing CCTV cameras to locate obstructions and incidents, notifying ADOT personnel in the field and executives of major events, clearly documenting agency response to incidents

·         Taking calls directly from the public, and monitoring the DPS CAD system

·         Communicate directly with law enforcement and other transportation agencies to coordinate multi-agency response for the purposes of incident management and traffic management in a professional accurate and timely manner

 

  KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

·         State highway system

·         ADOT statewide call-back procedures

·         Closed Circuit TV Camera and DMS Cameleon Client software

·         Microsoft Office products including Word, Excel, and Access

·         Traffic Incident Management Systems (TIMS)

·         ERS (Event Reporting System)

·         DPS Computer Aided Dispatch (CAD) and ADOT CAD

·         DPS radio codes (10 codes) Traffic Operations Center (TOC) dispatchers must have an in depth Advanced computer interfaces such as remote desktop, utilization of virtual computers

 

Skills in:

 

·         Professional and emergency verbal and written communication

·         Advance computer interface applications including remote desktop and virtual client

·         Operating multiple computer applications including Camera and DMS Cameleon Client software, Microsoft Office Suite, ERS (Event Reporting System) and Page Gate

·         Organizing and analyzing data

·         Reading and understanding traffic control diagrams

 

Ability to:

 

·         Multi task managing stressful, traffic related, events.

·         Perform quarterly certification tests.

·         Analyze traffic events and work professionally with other state and local agencies, during emergency situations, to coordinate traffic flow and provide support for first responders and the traveling public

·         Obtain Department of Public Safety Terminal Operator Certification Level D Within 6 months of Hiring

·         Trouble-shoot basic computer and network problems.

·         Control CCTV cameras.

·         Create and post DMS messages

·         Dispatchers must also have the ability to learn and use proprietary software that was either developed by or purchased by ADOT

 

Preferred Requirements:

Department of Public Safety Terminal Operator Certification Level D or higher

 PRE-EMPLOYMENT REQUIREMENTS

This position requires possession of a valid Arizona Class D Driver License.  Candidates for this position must complete page 5 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR).  The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I).  The review must show an acceptable driving record prior to any offer of employment being made by ADOT.  Employment is contingent upon an acceptable MVR.
